Context
Under the overall guidance of the Head of Office and direct supervision of Head of Administration and Finance, the successful candidate will be accountable and responsible for ensuring the appropriate implementation of IOM Instructions and procedures for the implementation of IPA II- Regional Support to Protection-Sensitive Migration Management in the Western Balkans and Turkey- Component 2 Project as well as the activities of the Component 1 where IOM shall cooperate with Frontex. S/he will be responsible and accountable for providing support to ongoing activities with financial, procurement and logistics services of the Project.
Core Functions/Responsibilities
- Inspect budgets charges, ensuring that expenditures are correctly allocated to projects consistent with IOM's and European Commission criteria and regularly update Head of Finance and Administration on the project status;
- Ensure that Project Assistants from the participating IOM Missions comply with instructions of IOM and relevant permanent instruction with donors’ reporting requirements;
- Liaise with Project Manager, relevant IOM staff from the participating Missions with regard to the financial activities of the Project;
- Reports regularly to the Head of Administration and Finance on the financial situation of the Project and provide other information as necessary;
- Ensures that appropriate and up-to-date filing system is maintained by the participating project Missions on documents/reports/guidelines project funding requests;
- Prepares payments requests, including necessary supporting documents for the Project;
- Calculates salaries for hourly-paid staff and fees for consultants and prepares relevant supporting documentation, as well as coordinates with other IOM participating Missions;
- Assists in completion and verification of relevant documentation and preparation of payment orders for bank transfers;
- Assists in preparation of interim and final financial donor reports in accordance with reporting requirements;
- Enters financial transactions into IOM Accounting system SAP/PRISM, prepares related calculations and assures inclusion of all relevant data attached to issued documents;
- Prepares documentation for sending to relevant departments in IOM Administrative Centers and Headquarters;
- Performs any other duties as assigned by Head of Administration and Finance and Head of Office.

Education and Experience:
- University degree in Accounting or Finance;
- Proven track of a minimum of 2 years of experience in accounting, finance, and budget;
- Working experience in liaising with European Commission on the subject related matter
- Experience with international institutions knowledge of International Public Sector Accounting Standards (IPSAS) and SAP is an advantage;
- Strong computer literacy.
Languages:
Fluency in Serbian and English is required.
