UNHCR in Serbia

UNHCR assisted Serbia in the 1990s initially with emergency reception and accommodation of refugees and IDPs from the region, and subsequently with facilitating voluntary return or local integration.  In 2015/16, UNHCR assisted the Government in emergency response to the influx of refugees and migrants by providing emergency shelter, food, and non-food aid, as well as protection support. With Serbia gradually becoming a country of asylum, UNHCR works with the Government on the asylum system and inclusion and integration of refugees.

Integration of Refugees in Serbia

The number of recognized refugees in Serbia, even if still small, is gradually increasing and the Serbian Commissioner for Refugees and Migration (KIRS) develops individual plans to support their integration. Enhancing integration prospects will also enable more refuges to stay and establish themselves in Serbia, thus reducing their vulnerability and contributing to a durable solution. Whereas focus has been placed on individual approaches which is a good practise example, with the increasing number of recognized refugees, more structured approaches will be beneficial. Building on the good examples for refugee integration for refugees from the former SFRY, the integration of refugees from outside the region can be supported through bringing together actors from a range of areas to bundle support, conduct joint advocacy, generate new ideas and learn from good practices in other countries. European and other countries have in the recent years developed new approaches to refugee integration and inclusion and the role of the private sector has increased. There is a good momentum now in Serbia to invest in this improvement of conditions for asylum seekers and refugees to capitalise the efforts made and increase the opportunities for integration. Tapping into these experiences and resources will help to build partnerships to develop pilot projects and new approaches, acknowledging multidimensional nature of the integration process.

A Think Tank on Inclusion and Integration

The Think Tank’s goal is supporting change through ideas and networks, allowing a smooth process toward integration and will serve as a catalyst for ideas that will contribute to this change. It will be network of interested parties which:  

  • Mobilises different expertise and ideas to influence the policymaking process, the authorities, and the civil society, including refugee communities.
  • Brings together stakeholders who have an interest in refugee integration and provides a forum to exchange and develop approaches and ideas, provides linkages between stakeholders, and facilitates new perspectives.
  • Reduces xenophobia and anti-refugee/migrant narratives which is unfortunately becoming more prominent in Serbia.

The envisaged operations areas comprise different operational themes, starting with working with municipalities and employment. The policy area will focus on close cooperation with the government institutions which play a role for the legal framework and public system structure. The advocacy and public outreach area engage particularly public figures and media. They could provide support in communication with the wider public, facilitating social and cultural aspects of integration process.

Responsibilities of the Contractor

The contractor will be responsible to initiate the Think Tank on inclusion. This will include

  • Outreach to potential stakeholders and promotion of their engagement
  • Designing and implementing outreach activities, consultations, and dialogues for engagement
  • Designing and organizing a kick-off conference in Belgrade to constitute the Think Tank. Participants will comprise government institutions, embassies, civil society, UN agencies, academia, municipalities, and others
  • Developing a plan of action for the Think Tank with identified activities for 2020/21
  • Organizing a series of dialogues and events
  • Identifying specific projects as results of the first consultations and fundraising
  • Guiding UNHCR Serbia on establishing partnerships with the private sector
  • Organizing an employment forum

Qualification and experience required

  • Master’s degree in international relations or related areas
  • Work experience both in Serbia and in the international environment for at least 7 years
  • Work experience in the Humanitarian/development nexus
  • Experience in organizing multi-stakeholder conferences/events with the public and the private sector
  • Experience in economic inclusion of excluded/vulnerable groups (employment, entrepreneurship, financial inclusion, skills assessment/recognition & upskilling)
  • Work experience with the private sector in Serbia in the field of CSR or economic inclusion and/or understanding of the corporate context in the country
  • Be fluent in English, with advanced writing and editing skills
  • Serbian language skills
  • Good communication and networking skills
