Program Officer

Belgrade 

Primary Purpose:

Church World Service is looking for a Program Officer (PO) who wishes to pursue a career with an international humanitarian and development organization. The PO will have a range of programmatic and administrative responsibilities, including; program planning, monitoring and reporting; grant and financial management; proposal development; and partner agency relationships. The PO must be energetic, detail oriented and capable of working effectively in a team. The position is based in Belgrade, Serbia, with frequent regional travel.

CWS Europe’s programming includes literacy training for and the empowerment of Roma women, education and empowerment for Roma children, and Renewable Energy Technology for the Rural Poor across the region (Georgia, Moldova, Bosnia and Herzegovina and Serbia).

ESSENTIAL DUTIES:

Programming

  • In concert with CWS Europe Program Director and partner organizations, propose and design programs
  • Engage in dialogue with local partners and support, as needed, program implementation
  • Support CWS Europe Program Director and local partners in preparing narrative and financial reports
  • Make at least one visit annually to every partner for project monitoring
  • Work with CWS Europe regional and HQ team and local partners to develop monitoring and evaluation (M&E) criteria and utilize field visits, interviews, and quantitative analysis to show impact
  • Develop and maintain productive working relationship with CWS and partner staff

Communications and Advocacy

  • In concert with CWS Europe Program Director, serve the communication needs of the CWS Europe office including, but not limited to video materials, stories, and preparing  monthly and annual reports
  • In concert with CWS Europe Program Director, represent CWS in workshops, trainings and other venues organized by partner organizations or other stakeholders
  • Support local partners to ensure the voices of marginalized groups (vulnerable women, young people, ethnic minorities, IDPs, etc.) are heard and communicated
  • Engage beneficiaries, when needed, to directly participate in dialogue and advocacy on their own behalf
  • Stay aware of and monitor policy issues and discussions relevant to beneficiaries and programs;
  • Perform other communications and advocacy related duties as assigned.

Fundraising/Donor Relations

  • Seek out funding opportunities for programs and, in cooperation with CWS Europe Program Director, submit proposals for funding
  • Engage with existing and potential partners in exploring new or expanded project and program opportunities and, in cooperation with CWS Europe Program Director, design a fundraising strategy to mobilize resources
  • In cooperation with CWS Europe Program Director, contribute to the development of relations with existing and new donors
  • Design promotional materials, when needed, to increase awareness of CWS Europe’s work, goals, and financial needs
  • In cooperation with CWS Europe Program Director, brainstorm and develop new fundraising activities
  • In cooperation with CWS Europe Program Director, research donors and funding opportunities whose criteria match CWS Europe’s programs
  • Work with CWS Europe Program Director to produce reports for donors, and other stakeholders and serve as host for donor visits when required
  • Propose and support networking opportunities with government and non-governmental organizations in support of CWS Europe programs

Administration

  • Assist the CWS Europe Program Director with logistical/administrative issues for the CWS Europe office (such as car registration and maintenance, translation support when necessary, organization and facilitation of events and meetings, logistics for travel, etc.).

QUALIFICATIONS:

Education: Bachelor’s degree required

Experience: The candidate has at least one year of experience with an international or local NGO or related organization. Any practical and academic experience on humanitarian issues is desirable.

Language:Spoken and written fluency in English and Serbian required; proficiency in another language/s is a plus

Driving license: Clean driving record and license required
