Chemonics International Inc. (www.chemonics.com), one of the largest international development consulting firms, based in Washington, D.C., with its Representative Office in Belgrade, is implementing the project entitled “USAID/Sustainable Local Development” (the Project). The Project is a five-year activity supporting municipalities, businesses and civil society organizations to move beyond city-by-city solutions in favor of cooperative, inter-municipal approaches to improving public services and invigorating their economies.  The project’s core activities focus on establishing and strengthening Inter-Municipal Cooperation (IMC) partnerships.

Short Term Expert (STTA)

- in supporting operational planning and service development of the Young Entrepreneurs Association

The purpose of this assignemt is to assist a recently established young entrepreneurs association . The goals of the association are to promote youth entrepreneurship in order to increase number of young entrepreneurs in Serbia, to advocate and support professional interests of young entrepreneurs, lobby for creating better business environment and build entrepreneurial culture in Serbia, lobby for interests of its` members in front of institutions in charge, in Serbia and abroad, harmonize interests of young entrepreneurs and enable their common presentation in domestic and foreign markets, realize different youth employment activities and initiatives that are leading towards better economic status of young people, as well as to educate young entrepreneurs about businesses development and increasing competitiveness of their companies.

The goals of the consultant engagement are to:

• prepare and realize initial meeting with current members of the association;
• develop agenda and facilitate strategic planning meeting with current members;
• provide the members  with business plan development training;
• facilitate creation and writing of a 5 year business plan for the association, with focus on financial sustainability of the association, marketing strategy, and other substantial factors relevant for their future and bussiness developent;
• provide the association with the business and operational plan for a 5 year long period with at least defined short terms and long term goals of associations, targeted stakeholders, services, projection of incomes and expenses and marketing plan
• propose/make connections with similar organizations and associations in order to search for their support
• assist the Project to prepare and organize public presentation of the association

Qualifications and Experience

• at least 7-10 years of experience in business development
• profound expertise in implementation writing reports
• strong communication and presentation skills and demonstrated client maintenance capabilities,
• strong understanding of economic development
• position requires a BS or MS in Law, Political Sciences, Economy and a minimum of 7 - 10 years related experience in consulting
• exceptional ability to synthesize data, solve problems, communicate effectively, both orally and in writing, with national level officials, municipal decision makers, local media and general public.

The Short Term Experts will be based in Belgrade, with occasional travel if needed throughout Serbia where the Project is conducting activities.
