Child Protection / Gender Based Violence Coordinator

The Child Protection/GBV Coordinator will be accountable for the formulation, design, planning, implementing, monitoring and evaluation of UNICEF supported emergency programming, with a focus on child protection and GBV.

The duration of the assignment is from 1st September 2018 to 15th August 2019, that is 11.5 month period.

The application must include a financial proposal containing the following information:

  • Daily rate in RSD (all costs to be included e.g. health insurance, pension, usage of mobile phone),
  • Daily allowance cost for travel within Serbia in RSD (for overnight),
  • Transportation costs in RSD per km for transport to Obrenovac, Krnjaca, Banja Koviljaca, Bogovadja, Sjenica, Tutin, Bela Palanka, Vranje, Bujanovac, Presevo, Bosilegrad, Dimitrovgard, Pirot, Adasevci, Principovac, Sombor, Subotica, Kikinda and to potential other new locations of Asylum/ Reception Centres.

Purpose of the assignment:

Despite the de-facto closure of the Balkan route in early March 2016, a refugees and migrants have continued to arrive to Serbia from Bulgaria and the former Yugoslav Republic of Macedonia (tfYROM) with strong support from international smuggling networks. After it became clear that borders would not re-open for transit, refugees and migrants began approaching the waiting areas outside two Hungarian transit zones in significant numbers in early April. The capacity for entry into Hungary has steadily dropped from 30 persons per day at each site to 15 and 2 currently. As a result, most refugees and migrants continue to travel towards Western Europe by irregular routes. There are currently 4,100 refugees and migrants in the country, over 50% of them being children and women, with approximately 200 of these individuals living outside government centers.

The dispersion of the refugee and migrant population across 18 different asylum and reception centers in this more protracted situation has meant additional challenges to ensure minimum child protection standards are met by different partners working on child protection in a uniform/standardized manner. Many of these organizations have limited capacities in dealing directly with child protection issues, access to the populations by social welfare services support within the camps varies, referral pathways can be unclear and technical oversight from a capacity enhancement is critical.

UNICEF is working closely with partners to respond to the needs of refugee and migrant children and families via its Nutrition (mother and baby corners in centers), Education (enrollment of migrants 6-14 years old in primary school) and Child Protection interventions with 10 operational Child Friendly Spaces throughout the country. UNICEF also has a dedicated program focusing on gender based violence (GBV) related needs as well as focused on integrating GBV risks reduction into the other sectors to further strengthen a coherent child protection response. Additionally, in collaboration with relevant Government social welfare agencies, UNICEF has been providing support to enhance the capacity of the national protection system by providing technical support and guidance, including through co-leadership of the Child Protection sub-Working Group (CPsWG) with the Ministry of Labor Employment Veterans and Social Affairs (MoLEVSA). UNICEF is specifically strengthening the system of case management of unaccompanied and separated children by the social welfare system and ensuring the transition of child-friendly spaces management to government for sustainability purpose.

This provides a unique opportunity to “build back better” through investing in strengthening existing systems in the areas of child protection, health, nutrition and education, that will benefit the overall Serbian children and parents’ population in the longer-term.

The Child Protection/GBV Coordinator will be accountable for the formulation, design, planning, implementing, monitoring and evaluation of UNICEF supported emergency programming, with a focus on child protection and GBV. This work will be undertaken within the context of the broader UNICEF response to the refugee and migrant crisis work. The Child Protection/GBV Coordinator will also support the coordination of other emergency programming (health and nutrition, education) as relevant within the UNICEF response to the refugee and migrant crisis work.

Work Assignment Overview

Task:

Leads the preparation of ongoing situation reports, periodic updates and analyses, by compiling and analysing data, and related information on overall refugees and migrant crisis, with a specific focus on child protection/GBV, and prepare written inputs accordingly to inform effective program planning, development and management. Support efforts to ensure gender/sex disaggregated data and inputs relevant to the UNICEF supported-emergency programme are collected, analyzed and reported on in a regular manner. Coordinates with staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability.

Undertakes field visits to project areas, to assess local conditions and monitor progress. Establishes contact with community groups and partners to keep abreast of emergency situation. Collect information, identify problems and constraints in order to ensure effective project delivery.

Design, prepare, monitor and evaluate projects in the child protection (CP)/GBV sector in partnership with civil society and government actors. This includes working with existing UNICEF partners to strengthen CP components of ongoing work and identifying new partners to take forward an expanded portfolio of UNICEF’s work on CP. Monitor, analyse and evaluate project results to ensure achievement of objectives and take corrective action when necessary.

Develop and deliver a deeper capacity building relationship with the national Commissariat for Refugees and Migration (SCRM/KIRS) and MoLESVA to improve protection-related service delivery to children and youth, including GBV, and towards strengthening capacities of national and local NGOs for increased sustainability.

Establish effective leadership for the child protection sub-working group, map existing activities and undertake protection gap analysis, support the elaboration of Standard Operation Procedures and standardized tools, promote data collection and management, build capacity among partners.

Through advocacy and policy dialogue, including through Child Protection coordination framework, work to facilitate the understanding of the importance of addressing child protection by all stakeholders, including through national and local level planning and investment frameworks. Ensure application of standards, guidelines and good practices for child protection in emergency related activities. Participate in meetings with relevant state authorities, other actors and donors to discuss and represent UNICEF’s work.

Promote knowledge management including through drafting/finalizing inputs into UNICEF sectoral programme documents and reports, including donor reports, sharing good practices, lessons learned, and knowledge/information exchange with all partners on UNICEF and response, and harnessing knowledge institutions resources and partnerships as appropriate.

Deliverables: The consultant is expected to submit monthly reports on activities implemented to complete the tasks described below. Monthly priorities will be determined at the beginning of each month and monthly report will be submitted accordingly.

Minimum qualifications required:

Masters degree in social work, child psychology, child rights, systems strengthening as it relates to government institutions, learning and development, or other relevant fields

Knowledge/Expertise/Skills required:

  • A minimum of 5 years’ experience in either the UN and/or NGO in development and emergency settings – preferably in protracted crisis with a strong influence in governmental actors
  • Relevant experience in child protection and related areas, program/project development and management is required
  • Proven experience in designing and implementing child protection trainings to a variety of stakeholders, in particular to national authorities
  • Knowledge and experience in application of international technical guidelines and standards in Child Protection
  • Knowledge and experience on Gender Based Violence programming an asset
  • Knowledge of and ability to implement integrated CP responses, including Gender Based Violence
  • Knowledge of prevention of sexual exploitation and abuse (PSEA)
  • Awareness of or interest in community based protection mechanisms
  • Direct case management and experience working with children and adolescents is an asset
  • Demonstrated flexibility and creativity in planning and problem solving
  • Excellent oral and written English skills required; Serbian is also an asset
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
  • Sound judgement is required in follow-up on requests
  • High degree of accuracy is important
  • Ability to meet tight deadlines through excellent time management, organization and multi-tasking skills
