Purpose of Job

The Investment Climate and Governance Expert is responsible for assisting the Associate Director, Governance and Political Affairs, and Regional Director, Banking, in the development and implementation of ongoing and planned policy reform interventions under the Bank's Investment Climate and Governance Initiative (ICGI) in Serbia, Bosnia-Herzegovina and Montenegro. The Associate Expert liaises with key stakeholders - from the government, private sector, donor community and civil society - advocating effectively for the successful delivery of key, impactful reform outcomes. The Associate Expert, under the guidance of the Associate Director and Regional Director, proposes new policy reform projects where EBRD can leverage its comparative advantage, particularly at the interface between the private sector and the state, to improve the investment climate and economic governance.

Accountabilities & Responsibilities

  • Analyse the investment climate and governance challenges in the countries covered and provide inputs to TC projects, country diagnostics and country strategies as required.
  • Support the Associate Director and Regional Director to ensure effective implementation of ICGI projects in the countries covered through on-the-ground involvement with the key stakeholders.
  • Contribute to development of new ICGI projects in the countries covered, under the leadership of the Associate Director and Regional Director, as well as colleagues from other teams in the Bank working on aspects of investment climate improvement.
  • Contribute to the preparation of new ICGI project TORs and budgets and assist the Associate Director and Regional Director to ensure buy-in from the country authorities and other relevant stakeholders.
  • Provide input to recommendations on policy actions for national governments to undertake to improve the investment climate and economic governance.
  • Coordinate with other IFIs and bilateral donors, active in the investment climate and governance area, on the ground on a day-to-day basis.

Knowledge, Skills, Experience & Qualifications

  • Background in economics, law, political science, business or related field, with preferably at least one postgraduate degree in one of these subjects.
  • Understanding of the investment climate and governance challenges in the countries covered and experience working to address them.
  • Relevant work experience, including dealing with senior management and/or policymakers, preferably both in the public and private sectors.
  • Excellent project management skills and a proven track record of delivery of complex and politically sensitive reform projects.
  • Good knowledge and experience of working with government organisations.
