Job Description and Statement of Work

USAID has awarded Cardno a four-year contract to improve the competitiveness of the Serbian private sector and increase the predictability and transparency of the business enabling environment, through improvements in the business enabling environment that remove regulatory and financing constraints to private sector growth.

Through this activity Cardno will focus on identifying and facilitating those improvements within the business enabling environment that have the greatest potential impact on overall predictability and stability of the business environment and private sector investment and growth, including but not limited to tax authority related reforms that should stimulate SMEs growth, business inspections’ oversight, and other regulatory policies aimed to decrease the cost and increase the predictability of doing business. Simultaneously, it will focus on the development of approaches to expand the volume and diversity of financial services available to small and medium enterprises (SMEs) to enable these SMEs to invest in growth and expand their operations, generate export-led growth, and promote greater integration with European and global markets.

Scope of Work

The Business Environment Reform Lead responsibilities include the following tasks:

  • Leads research and analysis of relevant laws, regulations, institutions and practices that affect the business environment in Serbia;
  • Leads work planning, all aspects of implementation and results reporting; 
  • Leads or provides support for the preparation of training materials;
  • Assists in delivery of presentations, seminars and conferences of research results and reports in Serbian and English; 
  • Leads or provides support for the preparation of reports and policy recommendations;
  • Good understanding of Serbian state administration and business environment, administrative barriers and SMEs growth constraints and incentives; 
  • Interacts with appropriate level staff at Project counterparts, other Serbia public sector institutions and private sector participants;
  • Oversees design of surveys and leads teams in their execution;
  • Oversees overall organization and analysis of data to support project work; 
  • Oversees analysis and data for M&E reporting to USAID. May be required to lead or provide support for development of basic databases, spreadsheets, or other application to hold and analyze information; 
  • In collaboration with the DCOP and Home Office, retains and manages short-term consultants;
  • Provides support to short-term technical advisors, such as meeting facilitation, research, and analysis; 
  • Carry out such other assignments as directed by the Chief of Party;
  • Gather and analyze data to support the Project’s work; 
  • Perform other duties, as required in support of overall Project’s goals.

Capacities Required for Position

The following are the key minimum capabilities required:

  • University degree or higher (in business/law/economics or other relevant field);
  • Minimum of 10 years of professional work experience in business or law;
  • Good knowledge of the Serbian business environment issues;
  • Experience with government and private sector relationships;
  • Excellent English-language writing and speaking skills;
  • Excellent computer skills and proficiency in Microsoft Office applications (e.g. PowerPoint, Word, and Excel);
  • Attention to detail, accuracy and strong organizational skills;
  • Demonstrated outcomes of previous work and ability to bring assignments to a successful completion;
  • Experience working on a USAID or other donor projects is preferred;
  • A forward-thinking and pro-active approach to working;
  • A positive, friendly, professional, can-do attitude and appearance in serving as a representative of the project and in all interactions with colleagues within the office.
