UNICEF in Serbia is seeking a qualified consultant for the following assignment:

Education Expert

to perform analyses of the role of experts associates (pedagogues and psychologists) in education institutions aimed at further development of the legal framework and the professional development of expert associates

The scope of work of expert associates in educational institutions (pedagogues and psychologists) is very diverse and extensive. There is not a single segment of the work of the education institution that does not involve expert associates. They participate in the improvement of educational work, monitoring and supporting the overall development of the pre-school children and the students (physical, intellectual, emotional and social) and proposing measures in the interest of the child's development and well-being. They are also providing professional support to teachers and principals to create a safe and supportive learning environment, free from violence and discrimination, as well as to achieve the planned education outcomes and improve inclusiveness and support social inclusion. Expert associates plan and support capacity building of education staff; monitor and evaluate educational work and propose measures for its improvement; cooperate with students and parents, relevant institutions and organizations; coordinate cooperation and ensure the implementation of the decisions of the parent councils; implement relevant strategic decisions of the Ministry of Education, Science and Technological Development.

Although the Law on Foundations of the Education System from 2018 stipulates that an associate accomplishes tasks based on the competency standards, no such document has yet been adopted. Furthermore, the professional promotion of expert associates is regulated in the same way as for teachers, which is inadequate in relation to their job description. Although the rulebook that regulates work of professional associates divides the tasks of pedagogues and psychologists, in practice these tasks are often mixed and divided based on the concrete situation in the institution, as well as on the individual affiliation and agreement between the professional associates, which can decrease efficiency.

Work Assignment Overview:

Engaged consultant will perform the analyses of the legal framework that regulates the work of experts associates in schools and preschools and assess the situation in practice, which will inform further development of the legal framework and professional development of expert associates. The analyses will be done in cooperation with the Ministry of Education, Science and Technological Development (MoESTD) and in consultations with the associations of pedagogues and psychologists and the Institute for Improvement of Education (IIE).
Duration of the assignment: February – May 2020 (up to 31 working day)

Detailed task description:

Task 1.
Assess the status and scope of work of pedagogues and psychologists in schools and preschools.

Activities:

  • Conduct analyses of the legal framework of the work of pedagogues and psychologists in schools and preschools.
  • Perform literature review and relevant data analysis on the work of pedagogues and psychologists in schools and preschools in Serbia.
  • Define the methodology framework of the analysis (aim, sample, instruments and report structure).
  • Develop draft instruments for the assessment of the current status and scope of work of pedagogues and psychologists in schools and preschools and share them with the MoESTD and UNICEF.
  • Develop the final instruments based on the feedback received.
  • Conduct the assessment in cooperation with the professional associations of psychologists and pedagogues.
  • Develop the analyses and submit the results to MoESTD and UNICEF.

Task 2.
Promote the results to inform future development of the legal framework, as well as the capacity building programmes.

Activities:

  • Develop a draft report based on the legal analyses and assessment of the current situation, with recommendations for the next steps regarding the potential need for further development of the legal framework and professional development.
  • Submit the draft report with recommendations to MoESTD and UNICEF and develop the final version based on the feedback received.
  • Promote the recommendations to the relevant stakeholders (IIE, associations of pedagogues and psychologists, faculties and institutes for pedagogy and psychology, etc.).

Knowledge/Expertise/Skills required:

  • MA degree in one of the following fields: Education, Pedagogy, Psychology or other relevant social science.
  • At least 7 years of work experience in education sector.
  • Experience in education reform process in Serbia.
  • Participation in relevant projects related to quality and equity of education.
  • Excellent analytical and writing skills.
  • Very good presentation and advocacy skills.
  • Fluency in Serbian and English language.
  • Ability to work under pressure and to self-manage.
