(F&A Manager)

Donau Soja, Novi Sad 

The Donau Soja Organization is an independent, international, non-profit, multi-stakeholder organization aiming to effectively meet protein market demand and to provide a baseline for the development of high quality soy cultivation in the Danube region (www.donausoja.org). The Organization seat is in Vienna, Austria, with regional/country offices in Novi Sad, Kiev and Chisinau.

Donau Soja regional office in Novi Sad is recruiting the Finance and Administration Manager (F&A Manager) as support for implementation of different development projects (supported through Austrian Development Cooperation) implemented in several countries.

The F&A Manager coordinates work of finance and administrative managers in project countries, and works under the supervision of the ADA Strategic partnership Project Coordinator and Donau Soja Head of Finance and Administration. 

The Finance and Administration Manager shall perform following tasks:

Key responsibilities:

  • To set up an sound, efficient and effective project related finance and administration (F&A) system in compliance with Donau Soja internal Guidelines and Project requirements (Terms and Conditions set by donors- such as EU, Austrian Development Agency, etc).
  • To ensure the implementation of F&A system and processes together with finance and administrative managers in project countries.
  • To enable and supports employees to carry out administrative tasks independently and to support the management in their administrative tasks.
  • To enable and support timely and quality activity and financial reporting related to projects.
  • To ensure quality control, systematic storing and documentation management.
  • To provides regular updates to the line management on relevant information, to timely respond to queries and implement recommendations.
  • To advise the line and organization management on questions and issues relating to the thematic area. 

Specific tasks:

  • Sets up, regularly updates, and ensures implementation of an efficient F&A projects related systems based on project (contractual) and Donau Soja internal requirements. 
  • Coordinates and manage the entire F&A tasks (planning of activities, procurements, contracting, payments/financial flows, reporting and controlling evidence).
  • Supervise and control timely provision, content and quality of all F&A tasks and documentation (incl. budgets, tendering/procurements, time tracking, reporting, contracts, invoices, evidence storing).  
  • Prepares/drafts any kind of administrative documentation, such as narrative reports, meeting minutes, protocols, terms of references, procurement calls, agreements/contracts, evaluations, additional documentation requested by projects, auditors etc.
  • Reviews and ensures the correct classification and storing of documentation according to completeness and internal system and rectify them if required.
  • Maintains proper and accurate filing for the administration section (hard copies and soft copies on Share Point/Dropbox) and keep information confidential.
  • Supports preparations for internal and external controls, evaluations and audits.
  • Supports procurement processes for services, equipment and other items.
  • Controls log books, inventory lists and travel documentation and other documents.
  • Keeps up to date with latest developments in the F&A fields, project rules and regulations.
  • Immediately report all problems involving administration and regulations to the line and organization management.
  • Supports interpretation and written translations when needed.
  • Performs other duties and tasks at the request of management.

Qualifications and Experiences:

  • Fluency in English (written and spoken).
  • Knowledge of German is not a precondition, but will be considered as an asset.
  • Possess a Degree from a recognized University in Law, Business Administration, Economics, Finances or related field.
  • At least 3 years’ professional experience in a comparable position with management and ideally with leadership experience.
  • Knowledge and experience on EU or bilateral donor project implementation and administration is an advantage.
  • Good organizational skills and ability to work on one’s own initiative.
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office- especially Excel).
  • Driver’s licence is an advantage.
  • As person in contact with many project stakeholders, the Administrative Manager must demonstrate gender, diversity and environmental competence in order to be able to promote Donau Soya values.
