Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project.The project “Strengthening the capacities of the Serbian Ministry of Interior to more effectively reduce, prevent, and counter illicit trafficking and misuse of Small Arms and Light Weapons, ammunition and explosives” (ExB #2400854) is currently expected to run until 30 September 2026.
The incumbent is assigned to the Mission's Human Resources Section of the Fund Administration Unit.
Tasks and Responsibilities
Under the supervision of the National Human Resources Officer, the incumbent is responsible for:
- Assisting with drafting and publishing vacancy notices in Taleo, actively supporting longlisting and shortlisting processes, designing and preparing pre-assessment activities, organizing interviews and written tests, including communications with all participants/stakeholders of the recruitment process: hiring managers, board members, candidates, appointing authorities, HR colleagues, as relevant;
- Designing and preparing posts for websites and social media, including text and visual features (photos, videos, audios, presentations), and supporting the design and preparing newsletters and other communication products;
- Overall provision of administrative support to the in-processing and general on-boarding of new mission members. This includes post-appointment communication with staff on their registration in Talent Management system, setting probationary performance objectives, participation in mandatory courses, following up on their completion and responding to different requests for additional information and assistance;
- Provision of administrative support to learning and development (L&D) requests by Mission members and acting as the Mission’s L&D Focal Point. Performing administrative tasks such as organization of L&D events, conference room/hotel reservations, research for information and reference material, preparing requests/documents, travel arrangements, putting in place the necessary IT equipment and assisting in L&D event delivery, notifying attendants on dates, time, subject matters and other relevant details about training events/workshops/courses;
- Providing general office support services: processing, drafting, editing, proofreading and finalizing a variety of correspondence and other communication for approval/signature.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completion of secondary education, supplemented by formal training in the field of human resources or general administration;
- Minimum four (4) years of working experience in human resources (such as recruitment and learning and development), of which at least one (1) year in an international or multinational environment;
- Excellent oral and written communication skills in English and Serbian;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), Internet. Experience with Taleo application and Vidcruiter or similar tools for pre-assessment of applicants will be considered an asset;
- Prior experience with an HR module of an ERP system (e.g. Oracle applications) or Integrated Resource Management Application system (IRMA) will be considered an asset;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a fixed-term Letter of Appointment in the duration of 1 (one) year,which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 30 September 2026.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 1,308.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
