USAID Government Accountability Initiative

The Government Accountability Initiative (GAI), implemented by Checchi and Company Consulting, Inc. (Checchi) is a four-year United States Agency for International Development-funded project with the overall objective to strengthen the capacities and connections of key Serbian stakeholders resulting in increased government accountability at the national and local levels. The project is structured around three components: Local Government Accountability, Independent Oversight Institutions, and Adjudication of Corruption Cases. GAI counterparts include the State Audit Institution (SAI), the Anti-Corruption Agency (ACA), local governments, specialized anti-corruption courts, and civil society organizations.

Contract Type

It is Checchi’s intention to award a Firm Fixed Price/Level of Effort (FFP/LOE) type subcontract for this work. Under an FFP/LOE subcontract, the Subcontractor is responsible for providing specified deliverables using an agreed to level of effort, by a stated completion date, and for a fixed price.

Subcontractor shall provide all materials, labor, equipment and facilities and shall do all that is necessary for the satisfactory and timely performance of the Statement of Work as set forth below.

Statement of Work

IT Specialist - Consultant

Background

The Government Accountability Initiative (GAI) is a four-year, USAID-funded project designed to strengthen capacities and connections of key Serbian stakeholders to increase government accountability at the national and local levels. GAI’s chief counterparts are the State Audit Institution, the Anti-Corruption Agency, Local Governments, and Civil Society Organizations. The project was awarded in February 2018, and is implemented by Checchi and Company Consulting, Inc. (Checchi).

Under Component 3 Adjudication of Corruption Cases, GAI will:

  • Support anti-corruption specialized court units in implementing the new Law on the Organization and Jurisdiction of State Organs in Fight against Organized Crime, Corruption and Terrorism Financing.
  • Develop procedures and methodology for data collection, record keeping and statistical reporting on corruption cases.
  • Establish an electronic register of corruption cases (ERCC) to support information sharing between different institutions working on the investigation and prosecution of corruption cases.

The Action Plan for Chapter 23, Activity 2.3.4.3, foresees establishing a model of unique record keeping (electronic register) for criminal offenses with an element of corruption, in accordance with the law governing the protection of personal data.

It is envisioned that established, specialized anti-corruption units in courts and public prosecutors’ offices will be supported with appropriate procedures for quality data collection and analysis, which in turn would enable policy makers to pinpoint obstacles and bottlenecks to successful prosecution and adjudication of corruption cases. To this end, GAI will help establish a system for the collection of unified statistics on corruption, distinguishing clearly between different types of criminal offences, the length of cases, outcome of the proceedings, etc. For this purpose, GAI prepared an in-depth legal and technical analysis for the establishment of the ERCC elaborated through four reports covering the principal areas such as legislative framework and reporting, business process streamlining, data protection, and suggested ERCC architecture.

The final report defines the system architecture and gives recommendations about the underlying hardware architecture that should be used for implementation of the ERCC, ensuring high availability and reliability. The report provides the design of the ERCC and the definition of its logical architecture where its functional and non-functional requirements are specified in detail. The functional requirements describe the functions of the system, while the non-functional requirements describe the quality attributes of the system during its development and operation.

In order to achieve seamless implementation of the ERCC, certain modifications to the existing Case Management Systems are needed. The final report provides the necessary modifications and categorizes them as architectural and functional improvements, and functional deficiencies. In order for ERCC to work properly and to be able to generate accurate reports, these modifications need to be implemented before or in parallel with the implementation of the ERCC.

Under the direct supervision of the Component 3 Team Leader (C3TL), the IT Specialist/Consultant will provide support to GAI`s activities within Component 3 related to the procurement process for an Electronic Register of Corruption Cases, with preparation of technical specifications, and procurement of hardware and software components of the technical platform, while ensuring usage of best IT procurement practices.

This is a local position for citizens of Serbia.

Tasks

The subcontractor is expected to undertake the following tasks:

  • Conduct market research to identify certified hardware manufacturers and products, and possible software platform solutions;
  • Prepare full tender documentation for supply of equipment and services/development of ERCC software including projected budgets for both;
  • Ensure coordination with MoJ E/Justice section in the process of upgrading AVP and SAPO CMS to enable their connection with ERCC;
  • Prepare answers for interested bidders during the solicitation phase in writing or participate in question-and-answer (Q&A) sessions organized for interested bidders as needed;
  • Act as a technical specialist in the evaluation of bids/proposals received for the tender, and assess the proposals against the system specification requirements in the tender documents;

Deliverables

  • Prepare full tender documentation for development of an ERCC;
  • Draft answers to questions from interested bidders during the solicitation phase;
  • Draft selection memo for selected proposal;

Period

The work must be completed by February 1, 2020.

Qualifications

This is a Mid-level position (7+ years’ experience). In addition, the candidate should have:

  • A degree in technical sciences, organizational sciences, preferably MSc and relevant expertise/specialization in IT;
  • A degree in law is preferred;
  • Experience with complex data/DMS/CMS systems implementation;
  • Demonstrated familiarity with the existing judiciary case management systems and existing statistical and ad-hoc reporting in Serbian judiciary;
  • Excellent written and oral communications skills in English and Serbian
  • Previous experience with consultancy to development projects preferred
  • Familiarity with best IT procurement practices

Evaluation Criteria

Quotations will be evaluated on the following criteria in order of importance:

  • Qualifications for the technical assignment. Finalists may be interviewed, and interview results will be considered in evaluation.
  • Successful completion of similar assignments and overall past performance.
  • Total cost.

  • Submit a curriculum vitae
  • Submit a total cost for the assignment (in US dollars). Any airfares should be for the lowest cost economy direct flight available. DBA insurance is required for all subcontractors. DBA insurance is 2% of labor costs. This must be included in your total cost for the assignment. The subcontract will be for the amount submitted. DBA insurance cannot be added to the cost afterwards.
  • The application should reflect the contracting party - company or individual; the subcontract will be signed with the entity/individual indicated in the application
