Background and goal
The Government Accountability Initiative (GAI) is a four-year, USAID-funded project designed to strengthen capacities and connections of key Serbian stakeholders to increase government accountability at the national and local levels. GAI’s chief counterparts are the State Audit Institution, the Anti-Corruption Agency, Local Governments, anti-corruption court units and specialized public prosecutors’ offices. The project was awarded in February 2018, and is implemented by Checchi and Company Consulting, Inc. (Checchi).
The project is structured around three components: Local Government Accountability, Independent Oversight Institutions, and Adjudication of Corruption Cases. GAI designs and implements technical assistance to:
increase public participation in local government decision making and oversight, incentivizing local governments to operate in a more transparent and responsive manner;
strengthen independent oversight institutions’ monitoring of government performance and public officials to prevent and detect corruption; and
support the specialized anti-corruption court units and align specialized public prosecutors’ offices’ adjudication and prosecution of corruption cases and establish a system for the collection of and sharing information on corruption cases.
Under the direct supervision of the Component 3 Team Leader (C3TL), the Legal Specialist will provide support to GAI’s activities in Component 3 through legal research and analysis, activity design, technical assistance and oversight. He/she must be familiar with key government and non-government stakeholders and understand the dynamics and relationships among them as well as the political economy issues affecting these areas.
Tasks
The Legal Specialist will undertake the following tasks:
- Support GAI and Component 3 activities with legal research and analysis, activity design, technical assistance and oversight across the Component 3 tasks;
- Support GAI development of policies and procedures to improve the performance of anti-corruption specialized units in courts adjudication and public prosecutors’ offices’ prosecution of corruption and increase their interoperability with other institutions involved in the fight against corruption;
- Assist the development of procedures and methodology for data collection, record keeping and statistical reporting on corruption cases;
- Assist in the establishment of an electronic register of corruption cases to support information sharing between institutions working on the investigation, prosecution and adjudication of corruption cases;
- Design, develop and implement interventions that address the priority issues identified for Component 3. This includes designing activities and deliverables for the Annual Work Plan as well as drafting Scopes of Work for short-term consultants;
- Assist in preparation and review all Component 3 technical documents and deliverables, including quarterly reports and assessments;
- Potentially assume technical, administrative, and managerial responsibilities of GAI Component 3 in the absence of the Team Leader;
- Perform other duties assigned by the Chief of Party and/or the Component 3 Team Leader.
- Work will require occasional travel to anti-corruption court units and public prosecutors’ offices across Serbia that GAI will support.
Qualifications
- University degree in Law or other relevant field, advanced degree preferred;
- Technical background in the area of anti-corruption, AML, financial forensics or financial investigations;
- Excellent command of Serbian and English languages (written and spoken);
- Excellent analytical and writing skills;
- Ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders;
- Demonstrated ability to implement a donor-funded activity;
- Proven track record working effectively with other projects, high-level Serbian government counterparts, and other international partners;
- Good command of Microsoft Office™ tools.
Professional experience
- 5 to 8 years of progressively responsible work experience - working with Government of Serbia institutions or on a donor-funded program preferred. Post graduate degree may substitute for up to two years of experience;
- Minimum 5 years of specific experience working in the application of anti-corruption standards in Serbia and abroad;
- Previous experience with administrative and financial management of a donor-funded activity, experience working for a USAID-funded program preferred.
Reporting
The Legal Specialist will report to Component 3 Team Leader.
