The project “Cross-border Institution Building - CBIB+ Phase III” is a multi-beneficiary project funded by the European Union and implemented by a consortium led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The consortium partner is STANTEC sa/nv from Belgium. The CBIB+ Phase III is a new project conceived as an extension of CBIB+ Phase II (December 2015 – December 2018) for an additional period of 3 years (January 2019 – December 2021).

The second generation of cross-border cooperation (CBC) programmes at intra-Western Balkans borders under the 2014-2020 Instrument of Pre-accession Assistance (IPA II) undergoes a number of substantial changes in the management, implementation methods and mechanisms compared to the 2007-2013 IPA financial cycle. In addition, following the entrustment of budget implementation tasks, some of the programmes are being implemented in indirect management by the IPA II beneficiary instead of by the Delegation of the European Union (DEU). Despite the changes introduced under IPA II, managing and coordinating cross-border cooperation programmes remains complex. There is a need for technical and logistical support to a wide network of stakeholders to act in a coordinated, consistent and harmonised way.

CBIB+ Phase III will therefore focus on the following areas: 

  • enhanced networking and cross-border cooperation management capabilities between CBC stakeholders in the Western Balkans;
  • the promotion of a culture of best practice and sharing of experiences (better capitalisation and dissemination), with an eye to the improvement of the quality of CBC operations (e.g. stronger CBC dimension and synergies with other policies and strategies, better capacity to respond to the cross-border areas' needs and improved sustainability);
  • strengthened capacity of IPA II relevant authorities to programme, manage, implement, monitor and report IPA II programmes;
  • enhanced monitoring of the IPA II CBC programmes through a streamlined performance measurement methodology; 
  • enhanced visibility and communication of the CBC programmes at intra-Western Balkans borders.

The consortium is currently recruiting a non-key expert as a monitoring and training coordinator. He or she must meet the following minimum requirements:

  • Higher education degree or alternatively 9 years of general professional experience in the implementation of EU funded programmes in the Western Balkans;
  • Fluency in any of the official languages of the Western Balkan countries;
  • Fluency in both written and spoken English;
  • No restriction on nationalities
  • At least 7 years of professional experience in the implementation of EU funded programmes in the Western Balkans;
  • At least 5 years of professional experience in monitoring of EU funded grant contracts (procurement procedures, reporting, etc.) in the Western Balkans;
  • Experience in the design and provision of training in topics such as evaluation of calls for proposals, management and implementation of CBC grant schemes and/or contracts in the Western Balkans;
  • Experience in the coordination and harmonisation of the CBC programmes between IPA countries in at least one multi-beneficiary project.

In addition to the minimum requirements, candidates proving that they have acquired the following qualifications, skills and specific experience will have an advantage:

  • Fluency in Serbian, Croatian, Bosnian or Montenegrin languages;
  • At least 3 years working as expert in an EU-funded regional project in the implementation of EU-funded programmes in the Western Balkans;
  • Professional experience gained in developing a monitoring system, preferably in connection with cross-border cooperation (CBC).

The location of the assignment will be in Belgrade (Serbia) but with frequent travel to Albania, Bosnia-Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo*, and Montenegro.

The tasks and responsibilities of the expert will be:

Primary:

1. Responsibilities as monitoring expert

  • To enhance the harmonisation of procedures and methodologies, as well as the exchange of good practices on aspects of common interest;
  • To promote a CBC community of practice;
  • To support the creation of a CBC capitalisation platform;
  • To contribute to the development of new IPA II CBC programmes in the region;
  • To provide ad-hoc support to national authorities and other stakeholders with regard to aspects of programme management and implementation, with special emphasis on the use of the monitoring system;
  • To support the Operating Structures and the Joint Technical Secretariats in the measurement of programme indicators;
  • To contribute to the further development of the established monitoring system;
  • To contribute to the development of manuals and/or guidelines for the monitoring system for programme managers;
  • To contribute to the preparation of working versions of the project reports;
  • To contribute to the preparation of (2014-2020) consolidated annual reports and a final implementation report (2007-2013) of the CBC programmes at regional level;
  • To assist in the drafting of a report aiming at highlighting the synergies of CBC programmes with beneficiaries and other donors’ policy and describing the performance framework, dissemination practices and capitalisation at regional level.

2. Responsibilities as training expert

  • To contribute to maintaining a constructive and active dialogue among Western Balkan beneficiaries, fostering sustainable regional coordination and interaction between CBC stakeholders and target groups, and helping with the organisation and proceedings of CBC Consultative Forums;
  • To develop and deliver tailor-made training to CBC stakeholders in various implementation aspects of grant schemes;
  • To contribute to training on programming and indicators to the joint tasks force teams;
  • To organise and deliver other training activities implemented under the CBIB+3 project;
  • To develop and deliver training packages in relation to the aforementioned manuals and guidelines.

Other:

  • To assist with translation into national languages, if and where it will be needed;
  • To encourage and propose short-term exchanges of staff of national authorities to increase their knowledge about the programme challenges ahead.

This position will last up to 285 working days, starting from February 2019 and ending by December 2021
