
Position: Factory Diagnosis/Productivity Improvement OJT (Assistant/Interpreter)
Scope of work
1. Background
National Agency for Regional Development (NARD) has started Mentoring Services for SMEs with assistant from Japan International Cooperation Agency (JICA) by formulating “The Project on Institutionalization of the Mentoring in Small and medium-size Enterprises” (Project)
Mentoring is the comprehensive and relatively long process of support to the enterprises which are facing crucial time for development or survival. Mentoring gives emphasis on joint effort between a mentor and an enterprise to overcome current situation. Mentor works as a facilitator, coordinator and adviser for all processes of development to achieve the objective of the enterprise. Through this approach, the enterprise is able to receive timely and continuous support rather than ad hoc ones and achieve stable results.
The Mentoring service is provided to 46 enterprises since June 2010 and Enterprise Diagnosis OJT (On the Job Training) was provided to Mentors to build practical capacity of Enterprise Diagnosis. During the implementation of the OJT, additional OJT for Factory Diagnosis/Productivity Improvement was recognized as an important area to support innovative/competitive enterprises.
2. Scope of Work
The consultant is expected to be an assistant/interpreter (Serbian-English) for Japanese Expert in the area of Factory Diagnosis/Productivity Improvement. The reasons for employing consultant in the area of production management rather than just interpreter are as follows:
- The interpretation may include technical area relating to engineering
- The project consider that not only Mentors, many of them are Economist, but also technical consultant, who will work as a consultant/service provider in the area of Factory Diagnosis/Productivity Improvement, should be trained to take over Japanese Expert’s skills and knowledge, since experienced consultants for SME in this area are limited in the country and this will be a risk for the development and sustainability of Mentor System as well as SME
Advantage for the consultant:
The consultant who joins this work will have several advantages as follows:
- The consultant will join the OJT with 3-4 good Serbian enterprises with Japanese Expert. The consultant has opportunities to learn a lot from the Expert on the subject during the work
- The consultant will be listed as a qualified service provider in the subject in both the Project and NARD and may have opportunities to work with them
3. Terms of Reference
OJT
a) Translate Factory Diagnosis Guideline
Around 3 days for translation
b) Work as a assistance/interpreter and support the implementation of OJT by Japanese Expert
The final schedule will be determined in mid September
The tentative schedule is
3-5 days/enterprise x 3-4 enterprises =9-20 days
Training for Mentor trainer
a) Translate materials for the training
3 days for translation
b) Work as a assistant/interpreter for the Japanese Expert during the training
3-4 days for training
4. Qualification
- University degree in relevant subject
- Working experience in the field of production management more than 3 years
- Good translation/interpreting skill between English and Serbian
- Serbian nationality
5. Schedule
All the work will be done From mid September to the end of October 2010 (Exact days for work will be informed by NARD when details schedules are determined.)

(3 most relevant works for this job in Form 1 should focus on production management) - One page explanation of your past experience in the area of Production Management in English
- One day Gross Price for service
(The Project sees this position as a trainee and the Maximum price/day is EUR 150.
Note; Accommodation, daily allowance and transportation costs will be calculated separately based on JICA standard and approved schedule.)

7. Selection

The Project selects a consultant based on quality as a production management consultant, ability of English-Serbian translation and price for service.
