Our client is the Swiss Embassy/Swiss Cooperation Office in Serbia. The task of the Cooperation Office is to plan and steer the Swiss interventions in Serbia in close cooperation with a broad range of Serbian and Swiss partners. The Cooperation Programme is jointly implemented by the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO).
National Programme Officer Economy

Main responsibilities:
- Manage and steer Switzerland’s programms/projects in the economic domain including private sector development, business enabling Environment, entrepreneurship and Trade/Export.
- Provide analysis, elaborate recommendations and contribute to the development of new programmes in that areas.
- Follow up and steer multilateral and bilateral interventions that apply blended finance and support other programmes to address competitiveness and local economic development whilst gender and governance principles.
- Follow up and coordinate co-financed programmes with international financial institutions.
- Develop and maintain close contact with main stakeholders, government officials, development partners and SECO and SDC Headquarters in Switzerland.
- Support the Swiss Cooperation office in policy dialogue with the Government of Serbia, in particular in the area of economic development.
Required qualification and working experience:
- At least 5 or more years of professional working experience preferably obtained in an international development cooperation or a government position in the areas of economic development, promotion of an enabling business environment local development and private sector development. Knowledge and experience in blended finance, International Financial Institutions and of the start up/entrepreneurship scene would be an asset.
- University degree in Economics, law or other relevant domain.
- Very good knowledge of project management (PCM).
- Interest and excellent knowledge of Serbia’s economic, social and political context.
- Strong in strategic thinking and ability to develop and steer programmes on the basis of the orientation of the Swiss Cooperation Strategy with Serbia.
- Ability to work independently, but also a strong team player able to make best use of synergies between different Swiss interventions.
- Open minded and capable to adapt quickly to varying tasks and environment.
- Strong organizational and negotiation skills with an ability and willingness to efficiently handle a substantial workload in an accurate manner.
- Strong written and spoken communication skills in English.
- Readiness to occasionally travel in Serbia and beyond.
