Background of the Project:

Mission purpose:

Violent conflicts in Syria, Iraq, Afghanistan, Somalia, Libya, etc., and increasing exoduses from other well-known countries with dangerous environments (Iran, Pakistan, Eritrea, Ethiopia, Mali, Mauritania, and other North and West African countries) have resulted in an increase of risky irregular migrations across the Mediterranean and Aegean seas (to Italy and Greece) and the use of other routes via “green” (forested land) borders of Turkey with Bulgaria and Greece, and onward through the Balkans. This process is encouraged and aggravated by the large financial opportunism of smugglers essentially expanding the depth and breadth of human trafficking.

Entering Europe through its Southern borders, asylum seeking refugees encounter something far from anyone’s expectation: dysfunctional police, protection, and asylum systems; substandard reception conditions with weak or non-existent vulnerability screening; weak health screening sensitivity; past examples of refoulement at borders; sluggish and opaque courts/justice mechanisms; minimal humanitarian response from NGOs; Inconsistent response from UNHCR and IoM; lack of presence from other UN agencies that normally take notice, such as UNICEF and UNFPA . Etc.

A combination of fear, misinformation, and a strong desire to reach the Northern European countries push asylum seeking refugees to prefer an undocumented condition while crossing through the Balkans, and beyond, which has resulted in increasing risks for the health status of these irregular migrants. The ability to intervene with these “hidden” people is almost impossible without a constant presence on all borders since they are on the move, particularly in Serbia which is a transit country.

MSF has been working in Serbia to respond to the current migration crisis since 2013. Last year, 2015, has seen a dramatic increase of arrivals in Greece which went over 500,000 in mid-October. Serbia has been a transit country for migrants arriving from FYROM (the majority) as well as from Bulgaria (residual numbers). The reception center at Presevo registered over 5,000 migrants/refuges per day, with a peak in the weekend of October 24-25 when between 8,500-10,000 people arrived per day. Serbia has also been affected by the EU countries border closure, particularly in the north with Hungary (Subotica) and with Croatia (Sid). At the end of 2015 Hungary and Croatia closed their borders with Serbia, this has created a slowdown of migration wave throughout 2016, which ended in March with the Eu- Turkey deal. Despite the official closure of the Balkans route, the migration flows entering into Serbia from Macedonia and Bulgaria are still on-going, but the lack of regular and legal means of crossing push people at further risks. Many fall into the hands of smuggling networks and corruption systems, or end up in overcrowded camps where poor hygiene and sanitation conditions are a major gap. In September 2016 the number of people stranded in Serbia touched the 6000 quota agree by the Government with the EU, however, only 3000 winterised beds are available in the country. .

As one of the particularities about the Serbian context is the constant shift in the migrant routes resulting of opening/closure of borders and the constant arise of gaps left by Internal and National actors, which do not always coordinate. MSF’s response has been mostly based on Primary Health Care with mobile clinics ready to act where needs arise. MSF works in Subotica and Belgrade Park. Shelter, NFIs, Water and Sanitation activities will also be scaled up to respond to the arising needs.

As the morbidities are generally not severe, MSF presence is not only about health, but also about dignity and solidarity towards a marginalized and vulnerable population. MSF’s presence has the effect of changing the environment and behavior on a micro level and it allows our organization to advocate, with the authority of our direct presence, for the proper lawful and humanitarian treatment of these groups at the macro level.

Pharmacy stock keeper responsibilities:

  • Execute the pharmacy/medical warehouse storing activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.) under the supervision of the Project Medical Referent and in collaboration with the supply team.

Data entry responsibilities:

  • Carry out certain activities related to entry of medical and advocacy data into the mission database system, according to MSF protocols and maintaining confidentiality, in order to have reliable and up to date information.

ACCOUNTABILITIES FOR PHARMACY STOREKEEPER:

  • Supervise material orders and dispatching in order to ensure rational use.
  • Receive orders and deliveries, identifying potential disparities against cargo manifest or others and reporting them, and stores materials in accordance with the system in force, in order to ensure continuous availability.
  • Ensure correctly filled in entries on the stock cards and software
  • Prepare orders of the different projects and validate with PMR, ensuring the packaging and proper dispatching. Report any anomalies or changes in consumption patterns to the PMR.
  • Carry out or participate in regular inventories. Inform PMR as soon as stock reaches alert limit or there are near-expiry drugs.
  • Report missing material/ damage/ robbery.
  • Support to project site pharmacy management if needed.
  • Control warehouse limited access to authorized personnel and ensure doors and other exists are secured.
  • Ensures good storage conditions of all items in the pharmacy.
  • Control warehouse facilities in order to ensure materials good keeping conditions. It includes:
    • Monitor temperature in the warehouse
    • Ensure that products requiring cold chain are suitably stored (if it exists) and transports received and prepared appropriately according to MSF Supply and Cold Chain protocols
    • Ensure cleanliness of premises (stock pharmacy)
  • Maintain refrigerating equipment (if it exists) in close collaboration with the logistics department.

ACCOUNTABILITIES FOR DATA PROCESSION OFFICER:

  • Ensuring that all data entered has been authorized and that appropriate documentation has been received (patient records, treatment monitoring, etc.). Ensuring that all data entry processes occur in a timely and efficient manner.
  • Ensuring all data collected and entered to databases is consistently accurate and complete. Being responsible for ensuring that quality control queries of the database are followed up, ensuring identification of data entry errors and corrections. Immediately reporting to the supervisor, any anomalies in the database
  • Filing documents according to MSF standards
  • Assisting in the compilation and preparation of regular reports and providing detailed information to medical and laboratory teams (weekly, monthly, according to patient treatment requirements)
  • Preparing and sharing regular update (bi-weekly, monthly) about medical-advocacy data. This also includes arranging ad-hoc requests on specific data sets.
  • Actively participating in innovation and learning activities regarding data management system.
  • Ensuring, promoting, and maintaining confidentiality regarding all information registered.

REQUIREMENTS:

Essential:

  • Serbian nationality
  • Good competence in English and Serbian
  • Computer literacy
  • Able to learn and use software used for recording (i.e. tablet, Fuchia, EpiInfo, etc.)
  • Ability to work within a team is essential
  • Good communications skills with external actors and within the team are essential
  • Intercultural sensitivity, flexibility are essential

Desirable:

  • 2 years of professional practical experience and previous experience in other NGOs
  • As a pharmacy storekeeper, essential previous experience in similar or relevant positions.
  • Previous experience working with vulnerable populations and marginalized populations is an asset
