Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent will work in the OSCE Mission to Serbia’s Administration Unit.
Tasks and Responsibilities
Under the supervision of the National Procurement Officer, the Procurement Assistant will be responsible for:
- Administering procurement of services and goods, including reviewing purchase requests and Terms of Reference for completeness and accuracy, preparing and issuing tender documents, conducting or organizing administrative and technical evaluation of bids and proposals;
- Administering contracts, including participating in contract negotiations with vendors, drafting contracts and purchase orders (PO), liaising with vendors regarding timely delivery of the goods/services ordered, maintaining contract database and vendor evaluation;
- Conducting market research and identifying potential vendors;
- Assisting in the selection of implementing partners, i.e. not-for-profit entities such as civil society organizations or government agencies selected to implement OSCE projects, and in the preparation of agreements with implementing partners;
- Maintaining the vendor database/registry;
- Performing other duties as required.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Secondary education supplemented by formal studies or training in administration, commerce or accountancy; a university degree or certification would be an asset;
- Minimum 4 (four) years of working experience in administration, part of which preferably in an international environment;
- Established knowledge of procurement or accountancy procedures;
- Excellent written and oral communication skills in English and Serbian;
- Computer literacy with practical experience in Microsoft applications; Prior experience with electronic resource management applications (e.g. Oracle or similar) would be an asset;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Possession of a valid driving licence.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
