SAI Strategic Planning Expert - Local

The Judicial Reform and Government Accountability Project (JRGA) in Serbia is a five-year USAID initiative. The objectives of the JRGA project are to strengthen the rule of law, the independence of the judiciary and the administration of justice in Serbia; to increase public awareness of reforms in the judicial sector; and to strengthen the ability of the Serbian government, Independent Agencies, and civil society to detect and prevent corruption.
The Project has the following vacancy for Serbian National to serve as a short-term SAI Strategic Planning Expert – Local.
The State Audit Institution (SAI) was created by the 2006 Constitution and laws of 2005 and 2010. The law defines bodies that the SAI must audit, and those that it may audit (including political entities, on ACA request).. The SAI generally performs financial and compliance audits.
Assignment
JRGA expects to help the SAI’s office to develop a new 5-year Strategic Plan (2016-20) for sustained organizational development and institutional strengthening that will provide the SAI with:
- Sound, in-depth analysis of its strengths, weaknesses, threats, and opportunities within its working environment
- A revised, well-defined mission statement, vision, and set of values for the institution
- Developed set of both internal and external key indicators for measuring institutional performance, and mechanisms for tracking them (all tied to the new strategic plan)
- A clear strategic direction and plan for next 5 years
- A concrete plan of action for a shorter term
JRGA seeks an experienced local expert with an in-depth understanding of the functioning of supreme/state audit institutions and of regional comparative practices in management of such institutions. The expert should have experience with strategic planning for supreme/state audit institutions, policy making, and cooperation with parliamentary bodies.
The expert should also have a thorough understanding of the public finances and oversight mechanisms, existing legislation framework and international standards, relevant stakeholders.
The expert should have strong expertise in organization development and institutional capacity building, including experience in stakeholder communication and change management.
Specific tasks to be performed by the consultant include:
- Conducting external and internal environment scans to identify and assess trends, opportunities and challenges
- Reviewing organizational structure, workforce structure, management systems requirements, and technical support
- Support strategic planning team within the supreme audit institution in external stakeholders analyses and consultations
- Facilitating formulation of an Action Plan with specific activities (down to departmental level), results expected, milestones or other indicators, and staff responsibilities
A total of 10 expert days is authorized by this consultancy for the expert.
Location and Period of Assignment
The consultant will be based in Belgrade. The assignment shall be performed during the period between September and December 2015.
