The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
The Learning & Development Course Coordinator coordinates the ICRC Humanitarian Leadership and Management School (HLMS) modules globally (80%) and related resources and planning, directly with the HLMS facilitators and administrative staff working on HLMS globally. They coordinate with the administrative teams of the external providers of the HLMS program and serve as the focal point for managing the accounting and invoice processing related to the HLMS program and contracts. They also manage the virtual learning resources and platforms for HLMS and are part of both the HLMS global team and the wider LnD global team.
The ICRC Belgrade Shared Services Centre (BSSC) provides support services to the ICRC’s worldwide operations and is currently looking for suitable candidates to fill the following position:

MAIN ACTIVITIES AND FUNCTIONAL RESPONSIBILITES
- Responsible for the day-to-day management of the course administration team in BSSC, as well as for the global day-to-day management of HLMS administrative aspects.
- Establishes the yearly program for the HLMS Modules and the Geneva-based LnD programs, considering demand, availability of facilitators, and other constraints.
- Coordinates, supervises, and coaches all LnD Course Administrators and assistants working on the HLMS and Geneva-based LnD programs, as well as collaborating with the HLMS Manager and other LnD program coordinators in Geneva.
- Manages the HLMS Learning Management System (LMS) at the program level, creating activities, overseeing learning journeys, and maintaining documentation libraries.
- Manages and monitors the team’s work planning and distribution, ensuring effective ways of working, while defining priorities and setting orientations for the team.
- Leads the development and administration of the learning programs, proposing procedures, rules, regulations, and forms, and adapting them as the programs evolve.
- Manages the reporting cycle for the HLMS program globally and the client lifecycle, from application and enrollment to final assignment for the HLMS program.
- Responsible for information management, reporting, and analysis of the programs.
- Coordinates with external providers (consultants, etc.) to ensure timely support for participants, assists in the elaboration of contracts and invoicing processes, and monitors the administrative process with the providers.
RELATIONSHIPS
- Internally, interacts with all LnD functions, divisions and delegations and with all participants involved in learning programmes.
- Externally, interacts with external learning providers (consultants etc) for contract and administrative issues.
DESIRED PROFILE
- University degree in Andragogy, Social Sciences, or equivalent.
- Typically, 6-9 years of professional experience, with proven expertise in information management, event management, administrative coordination, and Learning Management Systems (LMS).
- Proven experience in information management, event management, and administrative coordination roles.
- Good understanding of blended learning methods and tools.
- Previous experience in the learning function (internally or externally) is highly valuable.
- Previous staff management experience is a significant advantage.
COMPETENCIES AND SKILLS
- Computer proficiency, especially in Excel, with good knowledge of MS Access, SharePoint, and other data management and generation tools.
- Excellent command of English and French; other languages are a plus.
- Ability to carry out complex tasks in various fields independently.
- Availability for occasional global travel, including irregular working hours.
