Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. The incumbent is assigned to the Mission's Human Rights and Non-discrimination Section of the Democratization Department.
Tasks and Responsibilities
Under the supervision of the Senior Adviser on Human Rights and Non-discrimination, the incumbent provides expertise in the development and implementation of the Department's projects in the field of human rights. Specifically, the incumbent will be responsible for:
- Advising the supervisor, Head of Department and Mission Senior Management on the Mission’s approach and strategy for supporting human rights in Serbia, including the conceptualization of relevant democratization programme outcomes and outputs, ensuring that gender and youth related issues are mainstreamed throughout the Department’s Human Rights Programme;
- Designing, implementing, monitoring and evaluating activities designed to address shortcomings in the field of human rights in Serbia, and the wider region, including conducting research and needs assessments with relevant actors, and developing and implementing comprehensive projects, that support state institutions in fulfilling their international and domestic legal and policy obligations and supporting civil society organizations in contributing to the fulfilment of these obligations;
- Advising on draft strategies, action plans, and other policy documents and legislation as requested by the host country, specifically providing advice and recommendations to ensure that those documents/policies comply with relevant international standards;
- Providing subject matter expertise and technical assistance internally and to state institutions, international organizations, and other relevant actors by representing the Mission at national and international conferences, meetings, working groups, and other public fora related to human rights;
- Conceptualizing, facilitating and delivering capacity building events in the area of human rights;
- Drafting analysis, briefing notes, talking points, background papers, and other documents on human rights.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- First-level university degree in political science, social studies, humanities, education, law or related field;
- A minimum of two (2) years of professional-level experience in the field of human rights, preferably in an international environment;
- Established experience in project development and implementation, including monitoring and evaluation;
- Professional experience in delivering lectures and conducting workshops;
- Knowledge of international commitments and good practices and domestic legislation human rights and related topics;
- Knowledge of the work of international organizations, state institutions and civil society organizations in the field of human rights;
- Knowledge of OSCE or similar administrative framework would be an asset;
- Excellent written and oral communication skills in English and Serbian;
- Computer literate with practical experience in Microsoft applications;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
