Civil engineer

Established in 1919, SAFEGE, part of the SUEZ Group is a leading French consultancy firm, responsible for the provision of Technical Assistance, Operational & Financial Management Support and Institutional and Human Resource Capacity Building to National Authorities on behalf of the European Commission, the World Bank, the EIB, the EBRD and other IFI’s. SAFEGE has considerable experience in the Balkan region. The company has a particular interest in further developing its presence in South-East Europe, especially in Serbia, where SAFEGE has operated a representative office since 2004, becoming a fully established legal entity in 2007.

Due to the successful implementation of the Technical Assistance to the PIU of the Higher Education Teaching Infrastructure Project in Republic of Serbia, SAFEGE is currently looking for the short term expert:

Civil engineer

The expert’s performance framework will be focused on:

• Assistance to the MoE and the HEI’s of the Republic of Serbia in adopting international design standards
• Verifying that the documentation is complete and according to EU standard
• Verifying that Technical Specifications and BoQs correspond to each other in quality and quantity and that they are technically in line with the requirements of EU PRAG
• Capacity building through training on the job at the 12 HEIs

These activities could be revised during the course of the mission, in line with Beneficiary’s requirements

Expert profile

Qualification and skills:

• University degree in Civil Engineering
• Fluent in knowledge of the Serbian and English language, both in verbal and in written form
• Computer literacy (MS Office applications, e-mail, internet)
• Ability to think strategically and developed analytical skills
• Creativity, excellent facilitation, communication, drafting and reporting skills (oral and written)

General professional experience:

• Minimum ten years of professional experience
• Charted Civil engineer (Serbian Chambers of Engineers, Licence 310)
• Minimum five years of proven experience in related areas (Preparing/review of Design, Supervision of the works, project management)
• Experience in institutional capacity building
• Experience in international projects
• Specific experience
• Experience in dealing with senior government officials / senior HEIs’ staff and ability to build consensus at all levels
• Previous work experience in Central or East European countries within the framework of the pre-accession funds (e.g. CARDS, PHARE) would be an asset

Previous experience in the context of the IPA programme is considered to be a distinct advantage.
