Position Title:                   Local Migration Management Expert

Under a new 24-month EU contract aimed at building Serbia’s capacity to manage migration in accordance with international and EU standards, IOM is seeking applications from qualified individuals that can fulfill the duties and responsibilities as outlined in the terms of reference below. The overarching aim of the project is to contribute to the establishment of a Migration Management Framework in the Republic of Serbia in line with the EU acquis and to strengthen the capacity of central and local institutions to achieve EU standards in Migration Management, Readmission and the Reintegration of Returnees. In order to achieve this goal, IOM will work closely with the Serbian Commissariat for Refugees (SCR) as well as government institutions participating in the Coordination Body for Managing and Monitoring Migration (CBMMM).

General functions: Under the direct supervision of the Project Manager and in close collaboration with the International Migration Management Expert, the incumbent will be responsible for the following:

Specific Objectives:

  • Support the SCR in reviewing the Strategy for Migration Management, while incorporating recommendations from the recent EU framework contracts
  • Review and update the current Migration Management Action Plan and produce a 2012-13 Action Plan with an accompanying implementation cost structure
  • Support the implementation of key activities linked to the establishment of Local Migration Councils and the development of Local Migration Action Plans


Tasks:

  • Analyze current migration management practices and the role played by various state agencies in migration management
  • Review, analyze and propose enhancements to the current migration management strategy and action plan in close consultation with the International Migration Management Expert
  • Carry out in-depth consultations with the SCR, the CBMMM and relevant migration actors with a view towards producing a revised and nationally-owned migration management strategy
  • Carry out in-depth consultations with SCR, the CBMMM and relevant migration partners such as IOs and NGOs, in view of outlining and proposing a detailed and realistic 2012-13 migration management action plan with corresponding costs
  • Support the development of Local Migration Action Plans through local consultations, coaching, monitoring, training and sharing of national and EU best practices
  • Contribute to the drafting of handbook outlining best practices, guidelines and operational procedures for the establishment of Local Migration Councils and the drafting and implementation of Local Migration Action Plans
  • Liaise as required with relevant functional units at IOM Headquarters and IOM’s Regional Office
  • Undertake and contribute to the organization of field visits as well as international duty travel
  • Contribute to the drafting of EU narrative reports
  • Participate in public events and trainings
  • Perform such other duties as may be assigned by the Chief of Mission


Desirable Qualifications and Experience:

  • University degree in development–related disciplines, preferably in migration or social welfare; social policy and planning; international relations or an equivalent combination of training and experience
  • At least six years of experience in programme management and coordination
  • Knowledge of the Serbian migration system as well as migration trends and dynamics
  • Experience in drafting protocols for the inter-institutional sharing of confidential data and information
  • Experience in liaising with governmental authorities, EU institutions, other national/international institutions and NGOs
  • Proven partnership building experience in particular with donor relations
  • Experience in programme implementation and in achieving outputs as per log-frame requirements

Competencies:

  • Highly developed writing, drafting and oral presentation skills
  • Expertise in migration management
  • Demonstrated strategic thinking and ability to offer expert policy advice, formulate strategic plans and advise on implementation
  • Ability to review and analyze strategic documents
  • Excellent training and coaching experience
  • detail-oriented with outstanding organizational skills and client-orientation
  • Flexibility in responding to changing priorities in a fast-paced environment
  • Ability to work/coordinate effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds


Languages:

  • Thorough knowledge of English and Serbian
