BACKGROUND INFORMATION/OBJECTIVES

Under the overall supervision of SRH Serbia Programme Officer and in close cooperation with the Project Board, the Project Manager is responsible for the day-to-day management and implementation of the Project, including all substantive and administrative matters. Manager is responsible for protection and consultation of the Project in front of state agencies for increasing capacity of the programme and project cycle.

The functions/duties/ key results of this job description are generic and not all duties are solely carried out by Project Managers.

FUNCTIONS

  1. Manage and coordinate project activities, from substantive, administrative and financial points of view, applying strategic planning and systematic coordination of project activities.
  2. Manage day-to-day project implementation and overall coordination of project outcomes.
  3. Provide direction and leadership in advocating project objectives and in ensuring that all interested parties are well informed about the project activities and goals.
  4. Identify any support and advice required for the management, planning and control of the Project.
  5. Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/Final substantial and financial reports and its submission.
  6. Prepare monthly reports on key project activities, issues and required action points. Prepare the project semi annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report and final review reports.
  7. Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting systems.
  8. Together with the project Team, prepare funding proposals and concepts for mobilization of resources and progress reports to donor organizations, monitoring, evaluation and lessons learned reports and other relevant project-related documents, including substantive correspondence for a) resource mobilization, b) partnership building, c) reporting.
  9. Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives. Mobilize goods and services to initiate activities, including drafting TORs and work specifications.
  10. Assist in development of the gender mainstreaming strategy and ensure the mainstreaming of gender into all project activities.
  11. Manage Project administrative and security related activities, monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  12. Participate in transparent and competitive selection, recruitment, supervision and mentoring of respective project staff.
  13. Represent the Project(s), as required, vis-a-vis other organizations in Serbia, donor organizations, other international organizations, as well as national Government and non-governmental institutions and endeavour to build professional relationships with local, district and regional authorities in order to ensure the full participation of a broad spectrum of national leadership in the identification, planning and execution of Project activities.
  14. Ensure proper professional relationships with relevant national and international partner agencies, relevant developing programmes/projects.
  15. Ensure proper professional relationships with community leaders, local NGOs and other Community Based Organizations (as Women associations, Youth associations, etc).
  16. Verify and channel all requests for Project, administrative, logistical and other support and report all incidents related to security and issues of general concern to ED.
  17. Manage the transfer of Project deliverables, documents, files, equipment and materials as per the standards procedures.
  18. Ensure establishment and maintenance of proper electronic and paper filing systems.
  19. Perform other duties that may be required by SRH Serbia Programme Officer and Senior Management.

RECRUITMENT QUALIFICATIONS/COMPETENCIES Education:

  • University degree in social sciences, public administration or other relevant field 

Experience:

  • 5 years minimum of relevant work experience
  • Managerial experience in the field of development cooperation including in grant management
  • Knowledge of the issues in the relevant area
  • Proven ability to draft, edit and produce written proposals and results-focussed reports
  • Proven experience working with Government, civil society, international organizations and donors
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Language Requirements:

  • Fluency in English, both written and spoken
