Chemonics seeks multiple positions for the USAID-funded Serbia Public Procurement Activity. The overall goal of the Public Procurement Activity is to strengthen the institutional capacities for the management and oversight of a fair, open, non-discriminatory, and transparent public procurement process. The Activity will have the following objectives:
- Public procurement planning improved
- Public procurement tendering and implementation increasingly meets international standards
- Legal enforcement more effective
- Oversight more effective
Chemonics seeks technical specialists in the following areas:
- Local Authority and Municipal Governance; Public Procurement Planning, Tendering and Implementation; Public Procurement e-Portal; Legal Enforcement; Oversight Institutions
- Operations, HR, Procurement, Grants and Subcontracts, and Finance
- Monitoring, Evaluation, and Learning
- Communications
Qualifications Include:
- Degree in public administration, international relations, development, law, or related fields
- Previous professional experience in local governance, public procurement, oversight and transparency, or public administration
- Prior experience with USAID operating procedures, regulations, and reporting requirements
- Proven ability to build relationships and work effectively with government representatives, private sector leaders, local media, NGOs, and other stakeholders
- Excellent written and verbal communication skills
- Demonstrated leadership, versatility, and integrity
- Fluency in Serbian required
- Excellent knowledge of written and spoken English strongly preferred
