1. Position Overview
The Vetrozelena 300 MW Wind Power Project, promoted by Powerchina Construction Corporation (Powerchina)—a state-owned enterprise of China—represents a significant step in deepening China-Serbia cooperation in clean energy. With an installed capacity of 300 MW, it ranks among the largest new energy power projects in Serbia.
To support on-site Health, Safety, and Environmental (HSE) management, we are seeking a local HSE Administrator to assist the Project Safety Director in daily HSE operations, ensure compliance with Serbian regulations and international standards, and coordinate with government authorities.
2. Key Responsibilities
1. Assist in Safety Management
- Support the Project Safety Director in developing and implementing the project HSE management system and plans
- Supervise the implementation of on-site HSE policies and procedures, conduct routine safety inspections and special audits
- Perform Hazard Identification and Risk Assessment (HIRA), and participate in safety reviews of construction work plans
2. Government Liaison and Permit Applications
- Serve as the primary point of contact between the project and local Serbian HSE government agencies (e.g., Labor Inspectorate, Environmental Protection authorities, etc.)
- Handle and follow up on all HSE-related permits, licenses, and approvals required for the project, including but not limited to safety clearances for construction permits, environmental permits, and occupational health documentation
- Ensure project operations comply with Serbian occupational health and safety regulations and environmental requirements, and respond to government inspections and audits
- Prepare, review, and submit all HSE permit application documents and government-required filings, ensuring that all content complies with Serbian legal and linguistic requirements in terms of both language and formatting
- Accurately interpret government-issued regulations, notices, and inspection comments, and guide the revision and improvement of project HSE management documents accordingly
3. Emergency Response System Development and Maintenance
- Assist the Project Safety Director in establishing and maintaining a comprehensive on-site emergency response system, drafting and updating emergency response plans (including but not limited to fire, natural disasters, personnel casualties, and hazardous material spills)
- Develop emergency response procedures, clearly defining roles, responsibilities, and communication protocols for all positions during emergencies
- Organize and conduct regular emergency drills (at least semi-annually), evaluate drill performance, and drive continuous improvement of response plans
- Manage and maintain on-site emergency supplies and equipment (first aid kits, firefighting apparatus, evacuation facilities, etc.) to ensure they remain in ready-to-use condition
- Establish liaison and coordination mechanisms with local emergency service providers (fire departments, medical services, civil protection, etc.) to ensure rapid joint response in the event of incidents
4. Documentation and Reporting
- Maintain and update project HSE documentation, including safety records, training logs, inspection reports, and incident investigation reports
- Prepare and submit required HSE reports and statistical data to the Safety Director and government agencies as needed
- Manage subcontractor safety documentation, ensuring all subcontractors possess compliant safety files prior to mobilization
5. Training and Education
- Organize HSE induction training, specialized safety education sessions, and emergency drills for employees and subcontractors
- Participate in incident/near-miss investigations and root cause analysis, proposing corrective and preventive actions
- Monitor the proper use of Personal Protective Equipment (PPE) and the implementation of safety measures for high-risk activities (e.g., working at height, heavy lifting operations)
3. Qualifications
1. Education and Certification:
- Associate degree or higher in Safety Engineering, Environmental Engineering, Occupational Health, or a related field
- Hold valid Serbian occupational health and safety certification as required by law
- Fire safety-related certifications are a plus
2. Work Experience:
- Minimum 3 years of HSE management experience in wind power, energy, or construction sectors
- Experience in wind power projects or large-scale infrastructure projects is strongly preferred
- Experience in emergency plan development and drill organization is preferred
- Familiarity with Serbian occupational health and safety regulations, environmental laws, and construction permitting procedures
3. Skills and Competencies:
- Knowledge of HSE management systems (e.g., ISO 45001, ISO 14001) and risk assessment methodologies
- Strong communication and coordination skills, with the ability to collaborate effectively with government agencies, contractors, and multidisciplinary teams
- Strong analytical and problem-solving abilities, capable of independently conducting incident investigations and report writing
- Proficient in MS Office applications
- Driving License: Category B
4. Language Requirements:
- Serbian: Native or fluent proficiency (required for daily communication with local authorities and workers)
- English: Good working proficiency (able to write reports in English and communicate with the project management team, as well as independently draft and review HSE permit applications, government submission documents, compliance reports, and other formal written materials)
- Chinese: Knowledge of Chinese is a strong plus (facilitates direct and efficient communication with the Chinese management team, reducing translation delays and potential misunderstandings)
5. Work Time
Mon-Fri: 8:00–12:00, 13:30–16:30
