Recruitment of Non-Key Experts for the IPA II CBC programming exercise 2014-2020

The project “Cross-border Institution Building (CBIB+)” is a regional project funded by the European Union and implemented by a consortium led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in partnership with ARUP and MWH.

CBIB+ focuses on regional coordination and harmonisation in the context of pre-accession, as well as exchange and transfer of good practice. The purpose of the project is to provide technical and expert support to the national authorities in charge of implementing cross-border cooperation programmes at intra-Western Balkan borders, with a view to enhance regional coordination and harmonisation of approaches and mechanisms in line with EU frameworks and guidelines.


The consortium is currently recruiting 5 senior experts to work in one of the following countries: Albania, Bosnia-Herzegovina, the Former Yugoslav Republic of Macedonia, Montenegro and Serbia, with the qualifications listed below:

IPA II CBC Assistant Programming Experts

Number of experts: Five (5). One for each of the following borders (5 in total): BiH - MNE, the Former Yugoslav Republic of Macedonia - AL, MNE - AL, RS - BiH & RS - MNE

Foreseen working days: 4 experts for up to 45 days each for each of the following borders (AL - the Former Yugoslav Republic of Macedonia, AL - MNE, BiH - MNE & RS - MNE) and up to 50 days for the expert selected for the RS - BiH border (due to its length).

Expected day to start and duration: June 2013 until end November 2013


Specific Objective

The specific objective of this assignment is to assist the leader programming expert in coordinating the programming exercise with the partner Beneficiary country (OS) and help to elaborate the strategic part of the programming documents for above mentioned five cross-border programmes between candidate and potential candidate countries for the 2014 -2020 programming period.


Qualifications and skills

  • Higher education degree equivalent to master’s level or alternatively 10 years of relevant general professional experience
  • Working knowledge of English and the languages of the entrusted cross-border area
  • Computer literacy

General professional experience

  • At least 4 years of experience in the area of regional policy, economic development, social and employment policy or spatial analysis and planning,

Specific professional experience 

  • At least 2 years of experience in contributing to preparing strategic or programming documents related to regional policy or economic development for EU funded programmes;
  • Experience gained in working with CBC programmes and/or projects in Western Balkans will be an asset.

Main Tasks

  • Assistance to the IPA II CBC leader programming expert in performing his or her tasks, namely:
    • Analysis of the current CBC programme documents and any kind of assessment carried out on their implementation, particularly the annual implementation reports, and issuance of recommendations for the new programming period (2014 – 2020)
    • Preparation of the situation analysis in the eligible area
    • Facilitation and guidance in the SWOT analysis of the eligible area
    • Provision of assistance for identification of the respective cross-border programme strategy (preparation and assistance in delivery of one workshop on the strategy development per border and one participative workshop with local and territorial beneficiaries for strategy discussion)
    • Elaboration of indicators for the respective future programming documents
    • Provision of assistance for the preparation of the financial table of the programming document
    • Support the programming process in any other aspect that the IPA II legislation would require.

Note that civil servants and other staff of the public administration cannot be recruited as experts.
