Operations Director

DPM Metals Inc. is a Canadian-based, international mining company engaged in the acquisition, exploration, development, mining, and processing of precious metals. DPM operates across Serbia, Bulgaria, Bosnia and Ecuador with headquarters in Toronto, Canada.

For the needs of our “Čoka Rakita” Project department in the in the territory of the municipality of Žagubica, we are currently looking to recruit a candidate for the Operations Director position.

Role Purpose:

Overall management of the Company’s operations and operational team to ensure the production of the final payable products in line with the contractual commitments of the Company. Reviews, aligns, and approves the annual production budget, monthly production plans, maintenance plans, and financial budgets within the scope of delegated authority, ensuring their alignment with the Company's strategic objectives, business priorities, and long-term development goals. Provide strategic leadership and operational direction for the Company’s mining, processing and maintenance activities, ensuring safe, sustainable, and efficient operations that maximize production performance, optimize resource utilization, achieve business objectives in compliance with the Occupational Health and Safety (OHS) and Environmental regulations.

Description of responsibilities:

• Provide leadership in establishing and maintaining a strong safety culture across all operational areas.
• Translate the Company's strategy into clear operational objectives, actionable plans, and measurable performance targets to ensure effective execution and delivery of business goals.
• Ensures the development of the Life of Mine Plan for the extraction and processing of ore from the deposit and oversees its effective implementation.
• Make strategic operational decisions regarding priorities, resource allocation and production optimization.
• Ensure alignment between short-term operational plans and long-term mine development strategy.
• Defines, standardizes, and optimizes the Company's operating processes in accordance with the corporate business model, ensuring effective governance, operational discipline, and continuous improvement.
• Develops and leads the Company's operational management systems, ensuring alignment with the corporate operating model, integration across production units, and continuous improvement of operational performance.
• Ensure sustainable and efficient ore extraction operations, and achievement of long-term business objectives in alignment with the Concession Agreement, applicable Serbian legislation, company strategy.
• Ensure sustainable and efficient processing operations to maximize the recovery of payable metals, compliance with product quality specifications, technological standards, and the achievement of the Company’s business objectives.
• Establish and oversees asset management strategies to ensure long-term availability, reliability, performance of mining, processing, and support equipment in alignment with the Life of Mine Plan.
• Establish and maintain the identification of site risks for major activities in line with company standards and applicable mining regulations.
• Drives a culture of continuous improvement by identifying improvement opportunities, implementing corrective and preventive actions, promoting operational excellence, and encouraging continuous learning and innovation across the Company.
• Manage, direct and oversee the Company's engineering, production and maintenance functions to ensure the safe, efficient and cost-effective execution of the Life of Mine Plan and achievement of the Company's operational objectives.
• Supervises the development of the annual production budget and the engineering components of the Annual Production Plan, ensuring their effective implementation.
• Ensure the safe, efficient and optimal extraction of ore while minimizing ore losses and dilution in accordance with the Annual Production Plan.
• Ensure continuous improvement of the processes for maximizing the recovery of payable components from mined and processed ore.
• Ensure the safe, environmentally and effective management of the Dry Tailings Storage Facility (DTSF) and topsoil and overburden stockpiles in compliance with applicable Serbian legislation, regulatory requirements and industry best practices.
• Ensure the effective management and control of the site's Metal Accounting and Water Balance systems to support operational integrity, compliance and business performance. 
• Ensures the proper management of the maintenance operations in compliance with the Serbian legislation and best industry practices to improve the operating condition, reliability and life of the equipment. 
• Ensure that effective operational and performance reporting processes are in place for the Production and Maintenance departments, and that accurate and timely results are reported to Executive Management.
• Ensure the preparation, management and control of operational and capital expenditure budgets, while identifying and implementing opportunities for cost optimization and operational efficiency improvements.
• Ensure effective communication, collaboration and coordination across the divisions under their responsibility and with all other Company divisions and departments.
• Ensure the effective delivery of safety training and instruction sessions across the operational areas under their responsibility. 
• Ensures the development and implementation of an effective organizational structure within the division under their responsibility, aligned with the Company’s operational objectives and business strategy.
• Ensures the availability of qualified specialists and engineers capable of delivering the business program and achieving the objectives of the division, in compliance with established recruitment and selection policies.
• Ensures an attitude of dignity and respect towards the people in the Company.
• Ensures continuous skill and knowledge development of their reports by providing training/s, guidance and mentoring to achieve safe and efficient operations.
• Defines short- and long-term goals and delegates tasks for direct reports to ensure effective operations.
• Assesses the performance of direct reports and oversees the performance evaluation process for all other employees in the division he/she leads and provides associated feedback to their team members.
• Demonstrates leadership behaviors that actively promote and reinforce the Company’s values, culture, and ethical standards across the organization.
• Ensures that their reports meet the effective standards and take actions required to improve the work practices in their team.
• Ensures a positive work environment in the Company.
• Ensures compliance with procedures and maintains discipline.
• Reports identified disciplinary and technological violations, as well as violations of the Mining Safety Code, and take appropriate disciplinary action.
• Acts as General Manager when required.
• Acts as other directors when required.
• Ensures the Company’s cost efficiency by maintaining optimal production indicators, appropriateness and cost-effectiveness per ton of mined and processed ore.
• Ensures the Company's cost efficiency by fostering a culture of responsible asset care and ensuring that equipment maintenance is planned and executed in a cost-effective and efficient manner.
• Lead continuous improvement initiatives to increase productivity and operational performance in the Company.
• Ensures the proper stewardship, maintenance, and optimal utilization of the Company's assets within their area of responsibility.
• Ensures and monitor the health and safety of all employees, including those who do not report directly to him/her but work in areas and processes under his/her supervision.
• Ensures awareness and compliance with the Emergency Preparedness Response Plans of the Company.
• Requires the development and approves procedures and work instructions, while overseeing their proper implementation and application.
• Leads activities to improving working conditions and raising awareness among staff members regarding safety.
• Identify and manage operational risks through engineering controls and monitoring programs related to Health, Safety, and Environmental Protection (HSE).
• Investigates, reviews and analyses incidents, accidents and other events classified as unsafe, and proposes corrective measures and changes at the site, ensuring that all findings are communicated and understood.
• Contributes to the development and upgrading of Company policies, procedures and manuals for the site related to Environment and OHS.
• Ensures that production goals are achieved while maintaining strong relationships with stakeholders who influence the mine’s ability to operate.
• Ensures compliance with Serbian laws and best industry practices.

Requirements:

• Serbian and English proficiency (writing and reading). 
• Excellent knowledge of health, safety, environmental, and mining legislation in Republic of Serbia.
• Excellent knowledge of mining and mineral processing operations, and maintenance strategies.
• Very good knowledge of the main aspects of labor and civil legislation.
• Good knowledge of the legal and regulatory requirements applicable to the area of responsibility.
• Strong understanding of operational bottlenecks, process constraints, and risk management.
• Excellent understanding of mining and mineral processing operations and practices.
• Excellent understanding of industry best practices in asset reliability, maintenance practices, and operational asset management.
• Good technical report writing skills.
• Good verbal and writing communication skills.
• Good computer literacy in MS Office - Word, Excel, Outlook.
• University degree (Master) in mining engineering, geology engineering or corresponding discipline at Level VII-1 of the National Qualifications Framework obtained through integrated academic studies comprising 300–360 ECTS credits (Master Academic Studies or Master Professional Studies).
• State exam in mining or geological engineering.
• Driver’s license, Category B.
• 10 years of working experience in respective positions in mining.
• Significant operational experience in underground mining projects, with demonstrated experience in organizing and managing multitasking teams.
• Membership in professional organizations in the fields of mining, geology, or related disciplines.
