HR / Finance Assistant
For the field work post in Belgrade
Médecins Sans Frontières / Doctors Without Borders (MSF) is an international humanitarian organization providing assistance to populations in distress, to victims of natural or man-made disasters and to victims or armed conflicts, irrespective of race, religion, creed or political convictions.
MSF observes neutrality and impartiality in the name of universal medical ethics and the right to humanitarian assistance and claim full and unhindered freedom in the exercise of its functions.
Main Purpose of the Position
Execute administrative tasks and do follow up of project accountancy, according to manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
Context Specific Accountabilities
- Manage the cashbox, including daily monitoring, reconciliation, and reporting.
- Encode and register cash invoices in the internal financial systems.
- Encode annual leave and other absences in the internal follow‑up document.
- Scan and archive documents in accordance with HQ accounting requirements.
- Pick up and deliver mail from the lawyer’s office and other relevant institutions.
- Support the preparation of events and meetings in the office (refreshments, space organization, logistics).
- Share the “Welcome to” information package and organize administrative arrangements for incoming visitors and expatriates (including support with obtaining the “white card,” potential residency documents, and other local procedures).
- Process and make per diem payments in line with internal policies.
- Support the manager in the recruitment process (pre‑selection, scheduling interviews, conducting basic candidate checks).
- Ensure that all staff and visitors have appropriate accommodation in project locations (guesthouse coordination and hotel booking when necessary).
- Monitor inventory levels and ensure sufficient stock of office supplies and cleaning materials.
- Follow up and manage distribution of fuel vouchers.
- Conduct field visits and provide administrative support to other project locations (currently in Bosnia).
- Perform any other reasonable tasks assigned by the manager
Requirements
Education
Desirable: Desirable Human Resources, Finance, Business Administration, Social Sciences, or another relevant field diploma
Experience
Essential previous working experience of at least two years in relevant jobs.
Desirable experience in MSF or other NGOs in developing countries
Languages
Essential: full proficiency in Serbian and English language
Knowledge
Essential: computer literacy (Word, Excel and Internet)
B driving licence – active driver
Other relevant information:
- We are looking for someone for initial period of 3 months, with the possibility of extension.
- The candidate should be flexible in terms of work location including possible temporary travel to the neighboring countries in the region
