Company Overview
RTE international (RTEi) is a global consulting and engineering firm specializing in power system operations, digital platforms, and advanced technical solutions for Transmission System Operators (TSOs) and international energy players.
RTE international SEE (Serbia) acts as an engineering, integration and delivery center supporting all RTE international service lines.
1. Context
RTE international is strengthening its corporate IT governance, infrastructure management, and operational support across its subsidiaries and office sites.
To support these activities, the company defines three complementary IT roles covering strategic governance, technical operations, and administrative IT support.
These roles operate in coordination with corporate IT in France and local operational teams.
2. Purpose of the Role
The IT Manager & Operations Lead is responsible for defining and implementing corporate IT governance while ensuring reliable, secure, and efficient IT operations across RTE international and its subsidiaries.
The position combines the responsibilities of Corporate IT Manager (strategic & managerial transformative scope), IT Operations & Support Lead (technical expert scope), and IT Administrative Support (operational coordination scope) within a single consolidated role.
3. Key Responsibilities
Strategic Governance & Multi-year Roadmap
• Define, prioritise, and deploy corporate IT projects in alignment with company strategy (prioritization will be proposed to RTEi and validated by the operations manager).
• Establish and maintain the multi-year IT roadmap to support RTEi organisational growth and operational needs.
• Lead the deployment and continuous monitoring of ISO 27001 requirements.
• Oversee and update cybersecurity governance, including MFA, MDM, SOC coordination, phishing simulations, and user security awareness (from policies, processes & documentation to strategic governance).
• Organize and participate to IT related meetings within RTEi or with outside partners
• Organize and participate to regular IT governance meetings
Policies, Processes & Documentation
• Define and maintain mandatory corporate IT documentation, procedures, and policies.
• Ensure compliance with internal and external regulatory requirements and ISO related frameworks.
Supplier & Budget Management
• Oversee contractual relationships with IT service providers (e.g., Nowteam a french company, providing IT outsourcing services in France, and other external services providing SaaS solutions).
• Build, validate and monitor IT budgets and annual investment plans.
• Ensure procurement strategy, vendor approval processes, contract rules, and purchasing procedures are aligned with defined governance standards.
• Coordinate with corporate IT in France to ensure alignment with governance, procedures, and security standards.
Training, Communication & Change Management
• Define and implement the annual IT training programme, including cybersecurity communication, newsletters, phishing exercises, and awareness campaigns.
• Ensure clear communication of IT policies and updates across the organisation.
• Communicate with and support employees in familiarizing themselves with existing documentation and new documentation that has been implemented.
Team Leadership
• Provide leadership to the IT Operations Administrator Lead in France and the IT Administrative Support function.
• Ensure appropriate workload allocation, performance monitoring, and escalation management.
• Validate onboarding/offboarding processes executed by the support team.
Operational Infrastructure Management
• Oversee and manage daily IT operations, including escalation of support tickets to Nowteam.
• Manage Active Directory accounts, Office 365 licences, and SaaS user access.
• Maintain and operate company network infrastructure at all sites (Courbevoie, Marseille, Jonage).
• Administer AvePoint and ensure correct execution of company backups.
• Coordinate activities with internal and external IT service providers and eventual external experts
Cybersecurity Operations
• Implement MFA, MDM, SOC configurations, and enforce cybersecurity standards.
• Execute patching, workstation hardening, and incident monitoring in coordination with corporate security functions.
Systems & Workstation Management
• Configure and standardise IT workstations and mobile devices for all employees.
• Oversee escalation paths for complex incidents and system failures.
• Support deployment of new software, updates, and hardware.
• Manage situations of partial or total inaccessibility to the company’s network (Wi-Fi, servers, etc.) and resources.
Technical Ownership of the Corporate Website
(in collaboration with Communications/Marketing)
• Perform corrective maintenance, bug fixing, incident resolution, and technical updates.
• Monitor website performance, security, and hosting infrastructure.
• Recommend technical improvements related to performance, accessibility, environmental score, and cybersecurity.
• Support SEO efforts from the technical side (not content creation).
Onboarding & Offboarding Support
• Manage onboarding requests and prepare assigned IT equipment (laptops, mobile devices).
• Configure mobile phones for new employees or equipment replacements.
• Coordinate with IT Operations & Support Lead to ensure devices are pre-configured correctly.
• Support offboarding processes and ensure timely equipment recovery and its reset.
Inventory, Tracking & Stock Management
• Maintain IT inventory records (hardware, licenses, device attribution).
• Update employee information in HR tool Lucca and other tracking systems.
• Monitor stock levels and ensure appropriate equipment availability from listed suppliers.
• Handle logistics of equipment storage across RTEi office sites.
Operational Support
• Assist the technical team in low-complexity tasks (simple setups, device registration).
• Maintain and update documentation and internal files.
• Prepare reports and support the IT team in administrative tasks as required.
5. Required Profile
• Specialised IT training in information systems and a minimum of 5–10 years' experience in similar roles within SMEs.
• Fluent English and, ideally, French.
