Job Summary:

The Payroll Supervisor is responsible for overseeing and executing end-to-end payroll management for the Serbian entity. This role ensures all processes comply with Serbian labor laws, tax regulations, and internal corporate audit requirements. The candidate must be proficient in SAP system operations and possess deep expertise in tax and social security compliance.

Key Responsibilities:

1. Payroll Processing via SAP

  • Execute monthly payroll runs using SAP (HCM/SuccessFactors), ensuring the accuracy of salaries, bonuses, allowances, and all statutory or voluntary deductions.
  • Manage the integration of time and attendance data, including the calculation of overtime, night shifts, and deductions for absences (sick leave, annual leave, etc.).
  • Ensure the timely execution of bank transfers and the distribution of payslips before legal or contractual deadlines.

2. Tax & Social Security Management

  • Tax Filing: Manage the withholding and payment of Salary Tax; ensure the timely submission of required tax returns (e.g., PPP-PD forms) via the Tax Administration portal.
  • Social Security: Administer employer and employee contributions for pension, healthcare, and unemployment insurance.
  • Compliance Monitoring: Track annual adjustments to non-taxable salary thresholds and social security contribution bases in Serbia.

3. Disability Fund Management

  • Monitor the company’s disability employment quota to ensure compliance with local regulations.
  • For companies not meeting the quota, calculate, declare, and process monthly payments to the Disability Employment Fund, or manage alternative legal compliance strategies.

4. Pension Accruals & Benefits

  • Calculate and manage accruals for Retirement Indemnity (severance for retirement) in accordance with the Serbian Labor Law.
  • Administer supplementary pension schemes (if applicable) and ensure long-term incentive plans (LTIP) are accurately reflected in the payroll system.

5. System Management & Optimization

  • Maintain and configure parameters within the SAP Payroll module to ensure system logic remains aligned with the latest local legislative changes.
  • Act as a Key User, collaborating with IT or external consultants for system upgrades, patch testing, and process automation.
  • Ensure the accuracy and integrity of Employee Master Data.

6. Audit & Compliance

  • Internal Audit: Support the Internal Control department during payroll audits to ensure adherence to Standard Operating Procedures (SOPs).
  • External Audit: Act as the primary point of contact for external auditors (e.g., annual financial audits) and government authorities (Tax
  • Administration, Labor Inspectorate).
  • Perform reconciliation of payroll-related accounting entries to ensure consistency between the Payroll module and the General Ledger (GL).

7. Sick Leave Reimbursement Management

Process Tracking:

  •  Identify and manage long-term sick leave cases (exceeding 30 days), distinguishing between employer-paid periods (first 30 days) and state-funded periods (from day 31 onwards).
  • Documentation: Collect and verify required medical certificates (Doznaka) and supporting documentation.
  • Reimbursement Claims: Manage the submission of reimbursement claims to the National Health Insurance Fund (RFZO). Track approval status until funds are recovered to the corporate account to protect company cash flow.

Qualifications:

  • Education: Bachelor’s degree or higher in Finance, Accounting, Human Resources, or a related field.
  • Work Experience: Minimum of 5 years of experience in Serbian payroll processing, with at least 2 years in a supervisory or senior specialist role.
  • System Skills: Previous experience with SAP is highly preferred.
  • Technical Knowledge: Thorough knowledge of the Serbian Labor Law and tax regulations; proficiency with the CROSO (Central Registry of Compulsory Social Insurance) portal.
  • Language Skills: Native-level Serbian; professional working proficiency in English for international reporting and communication.
