Role Overview

We are seeking a Procurement Manager to lead and coordinate all procurement activities from Serbia for major construction projects abroad. You will be responsible for ensuring that materials, systems, and subcontracted services are sourced competitively, delivered on time, and aligned with construction standards and project schedules.

• • Develop and execute a procurement strategy
  • Identify and qualify suppliers
  • Lead RFQs, bid analysis, and supplier evaluation
  • Negotiate pricing, payment terms, delivery timelines, and warranties
  • Drive cost optimization and margin improvement initiatives

• Construction-Oriented Procurement
  • Work closely with project managers and technical teams to align procurement timelines with construction schedules and validate technical specifications
  • Understand and anticipate site-level needs for projects
  • Monitor material lead times and prevent delays
• Financial and Administrative Oversight
  • Monitor payment schedules, invoice approvals, and contract expiration dates.
  • Coordinate with Finance to ensure accurate cost tracking per project, timely payments, and budget alignment.
  • Maintain clear visibility of outstanding obligations, due payments, and vendor liabilities.
• Cross-Border Logistics and Risk Management
  • Coordinate international shipping and documentation
  • Identify supply chain risks and propose mitigation strategies
  • Ensure compliance with construction standards and import requirements
  • Vendor Performance Management
• Build and maintain a high-quality supplier and subcontractor network
• Evaluate vendor performance and address underperformance
• Develop long-term partnerships and framework agreements
  

Requirements

• 5+ years of experience in construction procurement and supply chain for infrastructure or building projects.
• Proven experience negotiating contracts, pricing, and commercial terms with suppliers, delivering measurable cost savings and improved commercial conditions.
• Experience managing subcontractor contracts.
• Experience coordinating international suppliers.
• Fluent English.
• Experience in prefabrication, modular construction, or industrialized building (preferred, not mandatory).
• Ability to read and interpret technical drawings and specifications (preferred, not mandatory).
