Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period.
The incumbent will work in the OSCE Mission to Serbia’s Finance Section of the Fund Administration Unit.
Tasks and Responsibilities
Under the supervision of the National Finance Officer, the incumbent supports the effective and timely execution of treasury disbursements, ensures accuracy in financial transactions, and supervises daily treasury operations. Namely, the incumbent is responsible for:
- Reviewing payment vouchers, checking the correctness and completeness of information, processing of payment vouchers including, payroll, travel advances and claims, Special Service Agreements (SSAs), invoices for suppliers and other entitlements, and checking the overall completeness and accuracy of information received for action;
- Forecasting periodic funding requirements to ensure smooth financial operations of Unified Budget (UB) and Extra-Budgetary (ExB) activities. Advising on appropriate banking arrangements and cash flow management. Processing bank and cash reconciliations in the system and preparing daily and monthly reconciliation reports;
- Maintaining and updating the existing online electronic banking system (HAL E-bank), coordinating with local banks and obtaining information on currency exchange rates, bank charges and bank interest. Acting as a Bank Signatory for the Mission bank accounts;
- Responsible for performing monthly reconciliations of all general ledger asset and liability accounts, ensuring timely clearance of open items, monitoring subledgers and other financial reports, and submitting reports to the Secretariat in Vienna;
- Processing payments under Implementing Partner (IP) contracts and clearing interim and final financial reports, ensuring all stipulated conditions are met. Reviewing the validity, accuracy, and completeness of supporting documentation, liaising with Project Managers to resolve discrepancies or missing information, and finalizing the clearance process;
- Uploading project proposals and summaries, entering required project information, reviewing budget proposals, and advising on necessary adjustments to meet project requirements. Assigning budget allotments and codes in line with OSCE rules and procedures (ExB and UB), and processing project extensions as needed.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education supplemented by specialised training in accounting or in the area of finance;
- Minimum six (6) years of relevant working experience in treasury, accounting and finance, preferably in an international environment;
- Established knowledge of the local banking system, including e-banking processes;
- Excellent oral and written communication skills in English and Serbian;
- Computer literate with practical experience in Microsoft applications and of computerized accounting systems;
- Knowledge of and experience in using ERP systems, preferably Oracle Applications, is desirable;
- Knowledge of OSCE or similar administrative framework would be an asset;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 1,730.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
