Position: Administration & Finance Assistant (full time)
The Project implementation team (Consortium under the lead of GFA Consulting Group GmbH) of the GIZ funded “Inclusion of Roma and other marginalized groups in Serbia” project is seeking to fill the position of a full time Administration & Finance Assistant.
The position is to be filled as soon as possible with a current maximum fix term employment until 30 June 2022. The incumbent will have a 6 month probation period. The incumbent will be based at GIZ offices in Belgrade and report to the GFA Consulting Group GmbH Team Leader and associated GFA Consulting Group GmbH Long Term National Experts.
Job Summary
The Administration & Finance Assistant’s overall responsibility is to ensure that the day-to-day running of the office and the project administration are conducted in an efficient and cost effective manner while keeping in mind legal considerations and donor requirements. His/her main task is to support project staff in all project activities and ensure that administrative and financial procedures are followed.
The incumbent shall also serve as focal person on all financial issues related to the project.
Key Responsibilities:
- Ensure administrative policies and procedures are followed
- Provide back-up support to the project staff in all project activities
- Maintain correspondence with all external actors and GFA headquarters
- Management of bank accounts, petty cash and disbursement of funds
- Accounting for funds and preparing of financial reports as per donor regulations
- Ensure that financial controls and procedures are applied in all financial transactions as per donor regulations
- Day-to-day office administration
- Providing administrative support to the day-to-day activities, i.e. organization of meetings, organizing accommodation for visiting staff, monitoring and maintaining stationery and office supplies
- Supporting logistics, HR and Admin related issues, in particular also in relation to contracting and management of short term national consultants
- Assist with annual and quarterly reporting
- Assisting on visibility tasks
- Translation of regular short office documents
- Collection of time sheets, filing
- Performing any other duties relevant to this position as may be assigned from time to time
Qualifications, skills and experience
- University degree in Economics, Finance & Accounting or other relevant topic and minimum three years’ experience working on development projects at finance-administrative positions in international organizations, consultancies or CSOs
OR
- Minimum ten years’ experience working on development projects at finance-administrative positions in international organizations, consultancies or CSOs (incumbents without a university degree)
- Full computer literacy, minimum above average skills with MS Office in particular Excel
- Familiarity with administrative, legal and finance rules and regulations of the Republic of Serbia
- Familiarity with GIZ procedures will be considered an advantage
- Excellent writing and communication skills in English and Serbian
- Fluency in German will be considered an advantage
- Dedicated team player with the ability to perform under pressure
- Ability to multitask and work within deadlines
- Strong level of initiative to provide independent follow through on processing issues and concerns
- Strong problem solving, analytical, operational, and coordinating abilities
- Ability to exercise independent judgment and work without supervision
- Sensibility and openness for the issues and specificities of the target group
