The GIZ projects MEG and EPA are looking for motivated individuals

with specific technical and methodological knowledge

in the area of labor market integration of vulnerable groups in migration context

to join our team as a full-time ADVISOR - MEG/EPA

The Advisor will support two projects in their implementation in Serbia: the Programme “Shaping development-oriented Migration (MEG)” as well as a new Regional Project on “Promoting economic prospects of Asylum Seekers and Local Population (EPA)”

The MEG-programme is supporting the implementation of the Global Compact for Migration (GCM).

The MEG project contributes to the following objectives:

  • supporting partner countries in shaping their migration policies;
  • enhancing the protection of migrant rights;
  • promoting policy coherence, gender equality and cooperation with civil society;
  • promoting investment, knowledge exchange and innovation in partner countries by supporting the development-oriented engagement of the diaspora in Germany;
  • strengthening partnerships with multilateral and international organizations.

The regional project “Promoting economic prospects of Asylum Seekers and Local Population” (EPA) is in line with the orientation of the Global Compact on Refugees (GCR).

It supports the following objectives:

  • Enhancing the economic prospects of asylum seekers and local population.
  • Supporting pre-conditions for an improved access to the labor market.
  • Fostering the individual skill development of asylum seekers and local population.

Core tasks:

  • Responsible for the technical, substantive and organizational implementation of the project’s measures and activities
  • Responsible for providing specialist support to colleagues in band 2 and 3 and ensuring the quality of the commission’s outcome
  • Responsible for knowledge management and involvement in ongoing process development within assigned area
  • In charge of planning, steering, implementation and monitoring the project, including project administration tasks in some cases;
  • Contribution to the conceptual design of the project, in particular its modification or realignment;
  • Technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support to the achievement of the agreed objectives of the project and providing impetus for further strategy development;
  • Contribution to the documenting and reporting of the results of the project activities;
  • Maintaining good communication and a good flow of information between all institutions involved, counterparties and GIZ

Main activities:

All tasks listed are carried out in close cooperation with the project management.

  • Implementation of measures that contribute to the digitization of processes of partners relevant to strengthening cooperation with the diaspora
  • Establishing / supporting existing dialogue on diaspora engagement and/or migration and development nexus
  • Creation and implementation of measures that strengthen positive narrative on migration and diaspora cooperation among partner institutions and general public
  • Media appearances, events organization, internal PR and communication focal point within GIZ Serbia and MEG global structure
  • Establishing and maintaining the communication with relevant stakeholders, such as Chambers of Commerce, Employment Services, private companies, training providers, etc.
  • Researching related to labour market demand and supply to identify job opportunities, skill gaps, and potential barriers to employment for Asylum Seekers
  • Identification of suitable Training Institutes for offering the Pilot Cohort of the short term qualification measure
  • Preparing and Initiating the Tender/service Contract for 1 local Training Provider
  • Monitoring and evaluation of project implementation.
  • Perform other tasks assigned by the line manager.

Qualification and specialist knowledge:

  • University degree in Political Sciences, Social Sciences, Human Studies, Education or related field.
  • Specific technical and methodological knowledge in the area of labor market integration of vulnerable groups, ideally in migration context.
  • At least 3 to 5 years experience in multi-stakeholder coordination/cooperation in the field of migration.

Competencies and skills:

  • Very good command of spoken and written Serbian and English
  • Good command of spoken and written German is an asset
  • Effective communication skills
  • Proactiveness  and constructive thinking
  • Excellent management and organizational skills
  • Very good working knowledge in dealing with IT and use of MS Windows and MS Office program packages (especially Word, Excel and Power Point)
  • Ability and willingness to work with people of different nationalities, cultural and
  • religious backgrounds, sexual identities, and diverse political views while maintaining
  • impartiality and objectivity
  • ·Gender awareness and sensitivity
