Deputy Line Maintenance Manager

Main responsibility:

• certification of all work required by contracted operators/customers in accordance with the work specification (Work Order and approved MOE procedures);
• ensuring that the Avio Network's procedures and standards are complied with when carrying out maintenance;
• ensuring the competency of all personnel engaged in maintenance;
• establishing a programme of training and recurrent training using internal and/or external sources;
• ensuring that any work for external contracted/subcontracted organisations are correctly detailed in a work order/contract and that the requirements of the contract/work order are fulfilled in respect of inspection;
• providing feedback to the Compliance Monitoring about the services provided by contracted Organisations, Subcontractors;
• responding to quality deficiencies in the area of activity for which he/she is responsible, which arise from independent quality audits. When applicable to accept ownership of non-compliances made against them by the organisation’s quality system and to establish root cause and implement corrective actions to the satisfaction of the Compliance Monitoring Manager;
• ensuring, through the workforce under his/her control, that the quality of workmanship in the final product is to a standard acceptable to the Avio Network, the customer and CAD / EASA; 
• the implementation of the Safety Policy and Human Factor issues;
• availability of facilities appropriate to the planned work including office accommodation and stores, as applicable, for the planned work, further ensuring that the facilities are maintained to a high standard, and that cleanliness and good organisation is maintained;
• availability of a working environment appropriate to the tasks being undertaken;
• availability of all necessary maintenance data; 
• recording and notifying any inaccurate, incomplete or ambiguous procedure, practice information or maintenance instruction contained in the maintenance data used by maintenance personnel to the author of maintenance data;
• providing a common work card or worksheet system to be used throughout relevant parts of the organisation and ensure such documents comply with 145.A.45 (e);
• notifying the Accountable Manager whenever deficiencies emerge which require his attention in respect of finance and the acceptability of standards (Accountable Manager and Compliance Monitoring Manager to be officially informed of any lack of 25% of available man-hours over a calendar month);
• initiate Alternative Tooling Equivalence Assessments in accordance with MOE 
• when necessary, report problems and suggest improvements to the Compliance Monitoring Manager in respect of the organisation’s MOE & Procedures to maintain an accurate document reflective of the maintenance organisation;
• maintain and uphold a Just Culture in the approved maintenance organisation;
• submit internal occurrence reports to the Safety Manager when required and encourage the personnel under their management to do same.

The deputy of line maintenance manager, in addition to the requirements prescribed in AMC1 145.A.30(cc), shall also meet one of the following conditions:

- hold a degree from a Mechanical Engineering Faculty- Aeronautical Department or an Electrical Engineering Faculty; hold certificates of completion of Part-145 and Safety Management System (SMS) courses acceptable to the Directorate and have at least five years of working experience in a maintenance organisation or civil aviation authorities, of which at least two years in relevant positions in a maintenance organisation or in civil aviation authorities in the certification and oversight of maintenance organisations;

or

- hold an aircraft maintenance personnel licence and have appropriate management education; to have certificates of completion of courses in Part-145, safety management system (SMS) and quality system acceptable to the Directorate and at least five years of relevant work experience in an aeronautical technical organization or civil aviation authorities, of which at least two years in relevant positions in a maintenance organization or in civil aviation authorities in certification and oversight of maintenance organizations;
