The Essential Services (ESS) provide field operations with strategic support and professional expertise in Economic Security, Health Care Services, Water & Habitat and Weapon Contamination.

The ESS Data Management Specialist will be a member of the ESS Data Management team, supporting data development activities to fulfill the requirements of the Essential Services, ensuring the proper application of data policies and alignment across multiple data sources.

MAIN TASKS

Data Development

• Translates the units’ requirements and mapping files into technical specifications that will enable transversal data analysis
• Verifies the proper application of division policies and data quality rules to ensure the institutional standards are respected, data continuity maintained, and business requirements fulfilled
• Provides support to User Acceptance Testing and ensures continuity and smooth transition of data, reports and dashboards through updates or changes to the system sources
• Contributes to the maintenance of data catalog, data dictionary, and reference documents

Data Quality and Analysis

• Ensures the coherence and harmonization of data to policies and guidelines
• Monitors the accuracy, completeness, and timeliness of data
• Investigates data issues and escalates according to the established support model and processes
• Contributes to data quality tools improvement based on the analysis of issues, trends, and patterns
• Queries scripts for data quality checks automation, testing purposes, and reports creation where appropriate
• Supports and contributes to dashboards and reports creation, maintenance, validation, and archiving by ensuring best practices, standards, and guidelines are applied
• Maintains and enhances the Knowledge base, reference guidelines, and documentation

REQUIRED PROFILE

• Advanced university degree preferably in Mathematics, Engineering, Computer Science, Statistics, or a similar technical field along with 2+ years of relevant experience
• Solid knowledge and experience in SQL
• Knowledge of the Python programming language and statistical packages such as SAS, SPSS, R will be considered as an asset
• Understanding of the data flow, including data collection, processing, storage, extraction and archiving
• Familiarity with database design development and data models
• Knowledge of BI front-end tools such as Tableau or Power BI
• Excellent usage of Excel
• Excellent English verbal and written communication skills
• Ability to work independently and within a team
• Quality-focused and detail-oriented with exhaustive attention to ensure accuracy
• Proactivity and ability to analyze information in order to identify the cause of issues and propose solutions
• French language will be considered as an asset
