The Planning, Monitoring, and Evaluation (PME) Sector has the overall responsibility for setting the strategic direction and leading the performance and accountability (P&A) agenda through managing and coordinating the institution’s planning, monitoring, evaluation, accountability, and learning efforts (PMEAL).

The Functional Application Manager will be translating business needs into Information/Data systems and ensuring their relevance over time to support those evolving requirements. S/he will be in charge of the maintenance of the application (correction and evolution) as well as providing support to the end-users in the adequate use of the Planning & Monitoring Tool.

The ICRC Belgrade Shared Services Centre (BSSC) provides support services to the ICRC’s worldwide operations and is currently looking for a suitable candidate to fill the following position: 

MAIN TASKS

  • Coordinates the Planning & Monitoring process and performs all related admin work in the Planning Monitoring Tool (PMT) at each stage of the annual cycle, including configuration, opening, and closing of exercises, and communication to focal points
  • Responsibility for application development in close cooperation with the Product Owner
  • Initiates, leads, and accompanying discussions with the Product Owner to propose changes based on business processes, best practices, and quality requirements, and to maintain the product backlog accordingly
  • Together with ICT, plans the future evolution of the Planning & Monitoring Tool and evaluates the scope, the resources, and the budget; writes and ensures the business requirements are addressed with ICT services to an external provider
  • Participates in improving the ergonomics and design of the application and defines the evolution to be implemented
  • Analyzes, documents, and addresses the maintenance requests and the bugs that may occur, as well as adapts the documentation and user guides of PMT in accordance with the new evolutions
  • Contributes to the definition of the overall testing strategy for the maintenance including documentation of acceptance criteria and functional test cases, executes testing (functional and/or UAT), and gives the green light for deployment in Production
  • Prepares and implements Change Management processes adapted to the evolution of PMT, and ensures the system is compliant with rules for referential data and is adequately interfaced; also ensures compliance with established internal and external needs and regulations
  • Analyzes and resolves requests and incidents at Level 2 and Level 3 of the support, escalating issues if required
  • Implements the monitoring tools and analyzes the behavior of the users to improve the solutions and, if necessary, provides training and organizes webinars with the focal points in Delegations and Departments

REQUIRED PROFILE

  • University degree in Computer Science, Accounting, Statistics, Econometrics, or any technical field along with a minimum of 10-12 years overall professional experience, including at least 5 years being in charge of a software or application
  • Broad working knowledge of software design, implementation, and administration
  • Experience in Project management (preferably in an agile environment), as well as Business Analysis
  • Excellent command of SQL, Excel, and project management tools such as Microsoft TFS
  • Expertise in troubleshooting and addressing software issues
  • Excellent verbal and written English skills

  • Knowledge of BI tools
  • Knowledge of the French language
