The ICRC created the Analysis & Evidence Unit under the Department of Protection & Essential Services. The A&E Unit invests in competencies and thematic expertise with a view of creating a capacity greater than the sum of its components, that is institutional and programmatic in its approach and that allows for a common language, definitions, measurements and understanding across the entire project cycle. Working closely with other departments and in coordination with partners, the A&E Unit is a technical lead for evidence-based programming, supporting the organization on all matters related to situation monitoring and early warning, multidisciplinary needs assessment, targeting and beneficiary management, operational information management, geographical information systems (GIS), thematic analysis, monitoring, evaluation, accountability, and learning.
The role of the GIS Technical Solution Officer is to assist in the development and maintenance of GIS solutions within the framework of the A&E Unit. The primary objective is to provide support on GIS tools and geodata management but with a transversal scope needed to contribute to the A&E mandate with the final goal to ensure evidence-based and outcome-oriented programs across contexts.

MAIN TASKS
- Work closely with the GIS Technical Solution Manager to support the design and development of GIS products.
- Assist with configuration and maintenance of GIS products and tools and provide technical support to end-users.
- Collaborate with stakeholders to understand their requirements for GIS products.
- Configure, and maintain GIS databases, ensuring accuracy and completeness.
- Contribute to the collection, integration, and management of geospatial data.
- Assist in maintaining data quality, accuracy, and compliance with relevant standards.
- Ensure interoperability of GIS solutions with non-GIS tools. Assist with tools such as Tableau, Power BI, and data collection tools alongside GIS tools.
- Assist in the implementation of data collection activities, including the setup of data collection tools and devices, training field staff, and ensuring data quality during collection processes.
- Contribute to the maintenance of documentation for GIS systems, processes, and workflows.
- Ensure that knowledge is well-documented for future reference and training purposes.
- Support the development and delivery of training programs.
- Assist in building the GIS skills and knowledge of team members and other stakeholders.
- Stay informed about advancements in GIS technology and contribute ideas for improvements.
- Engage in professional development activities to enhance technical skills.
- Contribute to the implementation of security measures to protect GIS data and systems.
- Ensure compliance with relevant data protection and privacy regulations.
REQUIRED PROFILE
- University degree in GIS, geomatics, or another related field.
- 2-3 years of professional experience in needs assessments, GIS, situation and problem analysis, monitoring & evaluation, operational information management, or a closely related area.
- Proven understanding of coding languages and mapping software like R, SQL, Python, and ArcGIS (ESRI suite).
- Very good command of English, French, or Spanish languages are considered as an asset.
- Excellent communication skills, both verbal and written.
- Strong history of continuous education and proven drive to increase skill set.
- Very good analytical skills, able to work in teams as well as independently.
- Humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies, or NGOs would be considered as an asset.
RELATIONSHIPS
- Internally, interacts with GIS users and A&E colleagues from the HQ and field.
- Externally, may interact with organizations that provide external data and are experts in the GIS.
