Regional Project Coordinator Energy Sector

KfW is one of the leading financing institutions in the energy sector in the Western Balkans region, supporting governmental utilities in strengthening their infrastructure as well as the relevant Ministries in essential energy sector reforms. In the context of the regional climate partnership between Germany and the Western Balkans, which was initiated in 2022, the
energy portfolio is increasing substantially. In the light of this and to strengthen the regional set-up, KfW plans to establish the role of a Regional Project Coordinator, complementing the existing local project coordinators in the countries. The Regional Project Coordinator will be based at the KfW office in Belgrade covering a project portfolio in different countries of the Western Balkans with focus on Serbia and Bosnia and Herzegovina.

The Regional Project Coordinator’s role is to coordinate and develop a project portfolio, including project acquisition, preparation, implementation and monitoring in close coordination with the office’s directors in the respective countries and the Portfolio Managers in Frankfurt, Germany. To this end, the Regional Project Coordinator will

  • closely coordinate with the Portfolio Managers and the Project Team in Frankfurt all necessary actions and activities to jointly ensure successful implementation of the ongoing projects, in particular:
    • review and assess the project implementation reports of the project executing agencies and/or consultants as well as studies and prepare content summaries and qualified analysis,
    • represent KfW in project related meetings with project promoters, consultants and contractors in coordination with the Portfolio Managers and Technical Experts in Frankfurt,
    • support KfW Procurement Managers and Technical Experts with the review and supervision of project related procurement processes,
    • assess technical proposals from project promoters, consultants and/or contractors and reporting them to the Project Managers and Technical Experts,
    • undertake regular project progress evaluations at the project site in coordination with the Project Managers and Technical Experts.
  • support the Portfolio Managers with sector and project related reporting, in particular:
    • continuously research, monitor and report on energy market and energy sector developments including relevant governmental sector policies as well as legislation and prepare qualified assessments,
    • elaborate the projects’ annual reports and for the German Government, the EU-Commission and/or other Donors,
    • elaborate internal project reports and briefings.
  • support the Project Managers with the identification and assessment of new projects in line with the priority areas defined by the German Government and in line with headquarter´s strategies new projects, in particular:
    • screen and assess project proposals received with regards to their economic and technical plausibility and feasibility,
    • prepare and support project appraisal and evaluation missions and support the elaboration of the project appraisal and evaluation reports for the German Government and/or grant application form for the EU-Commission.
  • Support the Project Managers and the Office Director in managing the relationship to the clients, governmental authorities and the donner community, in particular:
    • maintain and develop excellent contacts to project partners and clients, i.e. relevant sector ministries, local government administrations as well as stateowned enterprises,
    • represent KfW vis-à-vis relevant partner institutions (ministries, utilities, associations, other donors, NGOs etc.) and during important events in coordination with the KfW office director and the office team,
    • facilitate procedures and communication with partner institutions and clients and support KfW’s offices in its various functions.

Necessary qualifications:

  • Master’s Degree in Economic or Technical Engineering, Energy Management, Economic and Business Administration or related fields of study
  • Minimum 5 years of work experience in energy, finance or development cooperation
  • Experience in energy infrastructure projects and/or working with energy sector entities and ideally sound knowledge of the regional energy sector
  • Experience in the design, fund raising, and implementation of projects financed by international financial institutions and/or EU is an advantage
  • Cooperation experience with government institutions and familiarity with public procurement and budgeting procedures would be a strong asset
  • Computer literacy skills (MS Office)
  • Fluent in English (both written and spoken), German knowledge is an advantage
  • Strong and proven analytical skills
  • Excellent skills in writing reports, assessments etc.
  • Excellent organizational skills and ability to manage / follow-up on complex administrative processes
  • Excellent communication and negotiation skills,
  • Highest level of integrity,
  • Autonomy in the day-to-day work
  • Proven ability to work in a team

The position is tendered as a full-time fixed-term contract; application for part-time will be considered.

Starting date is November 1st, 2023
