Purpose of the position:
The ICRC's Advisory Services on IHL has developed an online community to support its ongoing work and engagement with National Committees on IHL. The aim of the online community is to facilitate peer-to-peer exchanges and cooperation among National IHL committees worldwide. The NCIHL online community is part of the ICRC legal and technical support on ratification and implementation of the law provided to National Committees on IHL, to ensure that the relevant formal or informal mechanisms and structures are put in place to prevent and repress violations of IHL.
The role of the person managing the community is to facilitate and encourage participation on the community, making sure the different rules and guidelines are complied with, and uploading IHL documents of relevance and directing members to various information of interest.
Main duties and responsibilities:
Manage the progressive inclusion of National IHL Committees and Legal advisers into the community:
- Identify external members to be included and keep track of current members.
- Manage access for identified members, liaising with relevant legal advisers.
Manage and coordinate engagement on the platform:
- Design, facilitate and coordinate engagement on the platform, ensuring its continued update.
- Moderate, respond and escalate community activity.
- Engage with the Legal Division focal points and experts to ensure questions are answered.
- Engage with regional legal advisers from around the world.
- Engage with representatives of National IHL Committees to ensure concrete ownership of the platform.
- Develop tools to facilitate the use of the community by its members.
Manage and suggest content improvements:
- Develop and manage a global calendar for activities of relevance to the IHL National Committees.
- Create text-based content (weekly update, blog posts, newsletters, etc.).
- Manage / ensure the adequate filing of the content and its update.
- Wrap-up valuable discussions and creates the appropriate knowledge base.
- Research and recommend additional community tools.
Required profile:
- University degree in law, international relations, or other relevant field (a specialization in international humanitarian law (IHL) would be a strong asset).
- Sound knowledge of international humanitarian law (knowledge of the ICRC and of the Red Cross and Red Crescent Movement would be an advantage.).
- Experience working on the implementation of international law at the national level or in its promotion and dissemination would be an asset.
- Digital native - at ease working with a wide variety of digital and social media platforms.
- Excellent command of Microsoft Office applications (Word, Excel, PowerPoint).
- Excellent spoken and written communication skills in English (knowledge of Arabic, Spanish, French or Russian would be an advantage).
- Effective communication skills with the ability to interact professionally with individuals at all levels.
- Motivated by the humanitarian work.
