Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Strengthening Freedom of Expression and Freedom of Media in Serbia”, ExB #2400845), currently expected to run until 30 June 2027.
The incumbent is assigned to the Media Reform Unit within the OSCE Mission to Serbia’s Media Department.
Tasks and Responsibilities
Under the supervision of the National Media Development Officer, and in close collaboration with the National Media Development Officer and two National Legal Officers, co-ordinates project implementation, by assisting in achieving project outcomes and outputs, including forecasting of changes, proposing amendments in project activities and project budget. Specifically, the incumbent will be responsible for:
- Conducting research, collating, synthesizing and presenting data and information in a required format from readily available sources on media reform and development; designing and drafting supporting flow charts, schedules, graphs and tables; co-ordinating the collection and verification of documents, assembling and editing basic data required for planning and negotiation; checking project documents for clarity, consistency and completeness;
- Preparing working documents and background material pertaining to issues addressed through project outcomes and outputs, including by-weekly reports, monthly reports, talking points, concept notes, agendas, summaries, and provides substantive input to project progress, implementation and evaluation reports;
- Presenting progress of ongoing project activities and designated project outputs; reporting findings to the direct supervisor the National Media Development Officer, and two National Legal Officers; discussing rationale and context of project activities; considering alternative methods for project design, management, problem identification and problem resolution; maintaining institutional memory or other documentation systems to record programme and project history and ongoing activities;
- Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for visitors, missions and counterparts, including provision of guidance on related administrative matters;
- Establishing and maintaining relations with stakeholders, ensuring co-ordination of planning and conducting of the project.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- First-level university degree in social or political studies, international affairs, management, law, economics, journalism or equivalent;
- Minimum two (2) years of professional-level experience in project management and implementation, media legislation and media development;
- Demonstrated experience in planning, implementing, monitoring and reporting on projects;
- Experience in managing EU funded projects is considered an asset;
- Familiarity with the work of national, international and civil society organisations in the media field;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
- Experience with ORACLE applications, Integrated Resource Management Application system and DocIn database will be considered an asset;
- Excellent oral and written communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 30 June 2027.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
