Background:
The USAID Serbia Justice for All Activity (hereafter referred to as “the Activity”) is a five-year program designed to help the Government of Serbia (GOS) solve people’s legal problems and satisfy their justice needs by strengthening Serbia's justice system and service providers and guaranteeing the rule of law. The Activity goal will be achieved through three objectives:
Objective 1: People’s Legal Literacy and Empowerment Increased
Objective 2: People’s Experiences and Outcomes when Accessing Justice Services Improved
Objective 3: Justice System Strengthened to be More People Centered
The Activity will advance public awareness and understanding of the justice systems and services through education and information campaigns that should empower people to know the law and engage with the justice system from a place of understanding and knowledge, as well as improve the transparency and outreach of justice institutions. The Activity will also seek to improve people’s experiences and outcomes when accessing justice through reinforcing trust between the justice providers and users, empowering active voices to drive change, and enhancing respect and neutrality on the part of justice office holders. To strengthen the justice system to be more people-centered, the Activity will improve data-driven decision making in the justice system; strengthen the legal aid system to solve people’s everyday problems through improved service delivery, as well as strengthening expertise and quality assurance; and address the needs of gender-based violence survivors and witnesses. Development Professionals, Inc. seeks an Objective 2 Lead to support the Activity.
Main Responsibilities:
- The Objective 2 Lead will provide technical leadership in the implementation of project activities, including critical support to facilitate Objective 2 management and Activity relations with Serbian counterparts;
- Work with citizens, the judiciary, the Ministry of Justice, and CSO partners on improving services and access to justice, as well as court users’ experience and outcomes;
- Identify and advocate for innovative and problem-solving tools for justice services improvement, including e-Justice Tools;
- Develop effective solutions for reasonable accommodations of underserved populations to access justice services;
- Manage capacity building and training events, process improvement, and E-tools development within the scope of Objective 2;
- Provide legal reform advice and guidance, and support inter-institutional coordination activities under the project;
- Oversee the work of all consultants and grantees working to support Objective 2 activities;
- Serve as a primary contact for project communications on daily operational matters with local stakeholders and donor counterparts within the scope of Objective 2;
- Support activities with legal research, analysis, programmatic implementation, and partner coordination across the Activity’s tasks generally;
- Carry out other tasks as instructed by the Chief of Party (COP) or Deputy Chief of Party (DCOP).
- The Objective 2 Lead is under the supervision of the Chief of Party (COP) and Deputy Chief of Party (DCOP) of the project.
Qualifications:
- A University degree in law;
- Previous experience with the judiciary, the Ministry of Justice, and/or CSO partners is mandatory;
- A minimum of 5 years of work experience in a related field;
- Excellent knowledge of written and spoken English language;
- Good planning and organization skills;
- Excellent communication and reporting skills;
- Excellent command of Microsoft Office™ tools;
- Previous work experience with USAID or/and other international organizations would be considered as an asset.
