Dundee Precious Metals is a Canadian-based, international mining company engaged in the acquisition, exploration, development, mining, and processing of precious metals. DPM operates across Serbia, Bulgaria, and Ecuador with headquarters in Toronto, Canada.
For the needs of our “Čoka Rakita” Project department in the in the territory of the municipality of Žagubica, we are currently looking to recruit a candidate for the Permitting Specialist position.
Role Purpose:
Supports Permitting Manager in arrangements to meet the permitting requirements for Coka Rakita Project and Dundee Precious Metals activities in Serbia in compliance with the applicable regulations and requirements, obtaining approvals and coordination with the competent government and municipal authorities.
Description of responsibilities:
- Participate in document preparation and following of the permits obtaining processes required for DPMS operations in coordination with and assistance of expert advice from the respective teams.
- Participate in revisions of effective DPMS permits upon changes of the applicable legislation.
- Follows any changes to the effective legislation and municipal regulations, which apply to the key permits of DPM, including changes, which give rise to different actions DPM must perform.
- Support Permitting Manager in arrangements for any new investment projects of DPMs associated with exploration, mining and processing.
- Follows the projects master schedule and participates in updates of permitting strategy and permitting plan.
- Participate in arrangements for preparation of reports consistent with the reporting requirements, in coordination with and the expert advice from the respective teams.
- Participate in the preparation of permitting progress reports on a weekly and monthly basis.
- Participate in preparation of procedures and/or operating manuals associated with the organization and planning of permit acquisition and related to environmental protection.
- Protects the documentation responsible for, including against unauthorized access distribution and falsification.
- Assists DPMS project team in terms of the Forest Act, Agricultural Land Protection Act, Environmental Protection Act, Spatial planning Act, Mining and Geology Act, Water Management Act, Waste Management Act, etc.
- Controls field work activities and assure compliance with the environmental related legislation.
- Maintains an up-to-date register of permits and other authorizations obtained under the environmental and zoning regulations (approved detailed development plans; construction permits).
- Participate and provides assistance during inspections on field and our offices.
- Participates in preparation of annual permitting budget for DPMS and Coka Rakita Project.
- Participates in capital project reviews and forecasts of DPM permitting and/or asset acquisition costs.
- Participate in preparation reviews and execution of the Environmental monitoring plan.
- Participate in preparation of the Waste Management Plan, Mining Waste Management Plan, Construction and Demolition Waste Management Plan, Project Execution Plan, Closure plan and other strategic documents.
Requirements:
- University Degree in a relevant discipline (natural sciences, lawyer, mining engineer, architectural or civil engineer, industrial engineer, project manager, or other related careers) with at least three (3) years of progressively responsible experience, preferably in mining, construction, spatial urban planning, environmental protection or government environment.
- Minimum 1 year of permitting experience, but not required;
- Experience working with the public, with other personnel and staff members and stakeholders is essential;
- Travel required as necessary to support siting and permitting plans, activities, stakeholder meetings and other related tasks;
- Track record of interfacing with regulatory authorities & local, regional government departments as well as other key stakeholders internally, at all levels and coordinating disciplines relevant to permitting.
- Working knowledge of permitting processes, Mining and Geological Exploration Act, construction regulations, land use regulations, environmental regulations, development guidelines, improvement standards, and related policies and ordinances;
- Working knowledge of general land use and spatial planning regulations;
- Ability to analyse problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals;
- Ability to evaluate and develop improvements in operations, procedures, polices, and/or methods;
- Ability to establish effective working relationships with contractors, engineers, owners, and the general public; ability to read and understand complicated plans;
- Ability to communicate effectively and efficiently, verbally and in writing, with internal and external stakeholders, departments, and local communities at a variety of levels;
