Project Background:

The World Health Organization in Serbia was requested by the Ministry of Health (MoH) and the European Union to implement the EU IPA-funded Project: “Implementation of the Hospital Information System (HIS)”. UNOPS agreed to be the Administrative Agency, and to provide with WHO support to the overall implementation of the MoH's Integrated Information System Strategy.

The purpose of this Project is to develop/upgrade, integrate and install Electronic Health Record (EHR) in the context of development of Integrated Health Information System (IHIS) in Serbia. It should be aligned with the different existing EHR and HIS, and in accordance with European standards. It also involves capacity building and development for hospital staff for its use and maintenance in accordance with best EU practices.

The Project should continue to improve IT infrastructure building on the results of EHR infrastructure developed through the EU funded project and the MoH “Serbia Health Project”, by further integration of data delivered by healthcare institutions and also by upgrade and implementation of a customized hospital information system in 19 hospitals to be integrated with the EHR.

The Project includes five phases, including an Inception Phase (1-5 months), a Health Think Tank Phase (4-33 months), IT Development Phase (8-19 months), Pilot Testing Phase (9 to 24 months), Roll Out Phase (20-33 months), and Establishment of a Health Informatics Unit in the MoH Phase (30-36 months). A strategic analysis shall be performed with six months duration at the very beginning of the second phase of the project. All Phases end with one or more outputs and which will be subject to the approval by the relevant stakeholders prior to moving on to next phases and/or activities.

UNOPS is seeking a highly qualified and motivated individual to act as Implementer-Trainer within the IT Development and Implementation Unit of EU-IHIS Project.

 

Duties and Responsibilities:

The IT Development and Implementation Unit (ITDIU) will implement two hospital information systems (HIS) developed through earlier projects led by the MoH in 19 hospitals throughout Serbia, tailor and integrate them with an EHR system that is to be produced on the basis of previously developed solutions and inputs from EU-IHIS Health Information Think Thank.

Development of EHR (Electronic Health Record) component of the EU-IHIS project is to be based on the EHR software developed through the previous EHR project. The new EHR system should address consecutive developments, standardisation efforts and new requirements. Aspects to be addressed include: amalgamation within the IHIS, use of standardized approaches for classification of diseases, medical data and performed health care services, international reporting to WHO and ECDC, cross-border interoperability, clinical pathways, as well as taking into account temporal nature of health data.

The two HIS systems developed within the earlier Serbia Health Project (SHP) project and mentioned in the project’s Description of the Action (DoA) are not implemented fully in any of 19 hospitals. In order to implement these systems in accordance with EHR and IHIS requirements, along with creation of EHR service, the ITDIU will build a solution for linking of the two HIS software, working in concert with experts involved in maintenance and further development of two hospital software. Produced solution should also allow integration of other systems that are used by Serbian health care institutions to collect health information.

The ITDIU will be fully active during Projects IT Development, Pilot Testing and Roll-out Phases, while its support component will operate until the end of the project.

ITDIU Implementers-Trainers will mutually coordinate their activities, following the instructions from the Unit Manager, the help desk, and supporting ITDIU and HIS specialists and consultants, maintaining the adequate professional relationship and collaboration with the end users, local IT staff and hospital management.

In particular, the ITDIU Implementer-Trainer works under supervision of and reports to the Unit Manager or his/her delegate. S/he will be responsible for the following activities:

  • Perform server configuration or tuning actions on HIS software, servers or ICT infrastructure or assist the local IT staff in execution of these steps in accordance with instructions of corresponding ITDIU consultants so to ensure adequate performance and security;
  • Import, process or enter data necessary for HIS bootstrap and customisation;
  • Customize the default HIS configuration according to the needs, organisation, and work process of hospitals and departments where the HIS is being implemented, all within the boundaries of configuration-based customisation;
  • Train the local IT staff to perform recurrent HIS administration and configuration activities, including HIS and server updates, configuration of workstations, update of internally or externally maintained classifiers, coding systems and data sets;
  • Train the local IT staff and advanced users how to customise the HIS in order to meet the needs of individual departments/users and act as first line support for end users;
  • Establish proper training environment and train users, in groups or individually, for use of HIS and HER and configure HIS to address their specific needs;
  • Instruct end users, local IT staff and management on security related policies, procedures and practices, and report if they are not properly applied;
  • Instruct hospital management on how to obtain, interpret, and use managerial reports and tools provided in the HIS;
  • Perform predefined procedures for interconnecting and integration of HIS system in beneficiary hospitals with the EHR and other health-related services and systems and instruct local IT staff on how to perform related recurrent activities;
  • Interact with the help desk and software developers and consultants in order to get the necessary guidance and technical support;
  • Report on a daily basis about activities performed, requests and issues raised by end users, local IT staff and hospital management;
  • Report on identified issues in regard to implemented software, documentation, and training materials and propose possible improvements.

The duty station is in Belgrade, with travels throughout Serbia that include missions to beneficiary hospitals that may extend up to 20 working weeks per hospital.

 

Required Selection Criteria:

a.     Education:

  • Secondary education related to the Information Technology or similar
  • English language knowledge


b.     
Work Experience:

  • 3 years of relevant work experience out of which at least 1 year of  experience in implementation,  customisation and training in the field of Hospital Information Systems developed and implemented through the Serbia Health Project (HIS1 and HIS2);
  • Participation in implementation of Health Information Systems in at least 3 health institutions;
  • Professional experience in data migration or populating of initial database content with internal organizational structure and end-user placement and data;
  • Other training or implementation activities for other products, particularly in direct contact with customers (end users, local IT staff) will be an asset;
  • Professional experience in administration of IT systems or infrastructures or IT service operations and support will be an asset.


c.     Key Competencies:

  • Proven experience in HIS1 or HIS2 implementation and training;
  • Proven experience in end user trainings and train-the-trainer activities;
  • Experience in user support;
  • Basic IT system administration and configuration skills and ability to perform more complex administration and configuration tasks with the assistance and guidance by remote specialists.
