Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Strengthening Freedom of Expression and Freedom of Media in Serbia”, ExB #2400845), currently expected to run until 30 June 2027.
The incumbent is assigned to the Media Reform Unit within the OSCE Mission to Serbia’s Media Department.
Tasks and Responsibilities
Under the supervision of the National Project Officer, and the overall supervision of the National Media Development Officer, provides administrative and technical support in implementing project activities, including organizing awareness-raising and capacity-building events, supporting process delivery, development and maintenance of databases of information, and providing project administration support. Specifically, the incumbent will be responsible for:
- Providing administrative assistance and technical support in the implementation of the project and its activities, specifically conducting background research and collects data, and drafting written documents/notes on the basis of the research conducted;
- Maintaining record of project activities and other administrative documents related to the project;
- Providing administrative support, such as translation of various materials, research papers and analyses, from English into Serbian and vice versa, co-ordinating logistical and administrative requirements for specific project activities and submitting Purchase Requisitions through IRMA Oracle system;
- Preparing, reviewing and processing all administrative forms needed for the organization of specific project activities, including Special Service Agreements, Official Travel Authorizations, Travel Claims, Transport Requests, Travel Reimbursement Requests, Interoffice memoranda and Implementing Partner Agreements. To that end, co-operating closely with the Fund Administration Unit on behalf of the National Project Officer;
- Communicating with local counterparts and civil society organizations to acquire technical information relevant to organization of meetings, communicating with other partners (international organizations, embassies) active in Serbia on media-related activities and reports thereon to exchange information regarding logistics necessary for implementation of activities.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education; training in office/project administration, records management, protocol, languages or similar would be considered an asset;
- Minimum three (3) years of working experience in office administration, preferably in an international organization;
- Experience in project administration, providing support to managerial/professional staff and using administrative skills to assist in the execution of project development and implementation;
- Thorough understanding of office procedures and practices;
- Ability to conduct research and collect information from a variety of sources;
- Familiarity in the work of national and international organizations in the field of media will be considered an asset;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
- Experience with ORACLE applications, Integrated Resource Management Application system and DocIn database will be considered an asset;
- Excellent oral and written communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 30 June 2027.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 1,308.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
