Project Cost Manager
Location: Phuket_Thailand

This position is for a Project Cost Manager role based in Thailand, offering a unique opportunity to contribute to high-impact projects within a luxury wellness residential and hospitality community. The future team member will be responsible for managing all aspects of project cost control, budgeting, forecasting, and reporting, ensuring financial discipline and project success.

Key Responsibilities:

• Cost Estimation & Budgeting
• Develop detailed cost estimates for projects from conceptual to detailed design phases.
• Prepare and maintain the project budget and cost baseline aligned with the Work Breakdown Structure (WBS).
• Analyze scope changes and prepare cost impact assessments (variations/change orders).

• Cost Control & Forecasting
• Implement cost control systems to monitor actual versus budgeted expenditures.
• Perform Earned Value Management (EVM): Track Planned Value (PV), Earned Value (EV), and Actual Cost (AC); calculate Cost Performance Index (CPI) and Schedule Performance Index (SPI); forecast Estimate at Completion (EAC) and Estimate to Complete (ETC).
• Identify variances and provide actionable reports to stakeholders.
• Update monthly cost forecasts and risk-adjusted final cost projections.
• Progress Payment Management
• Review and certify contractor/subcontractor Progress Payment Applications (Interim Payment Certificates).
• Verify quantities completed against Bill of Quantities (BoQ) or contract schedules.
• Validate claims, variations, and dayworks for inclusion in payment certificates.
• Manage retention, advance payments, and materials-on-site deductions.
• Ensure payments comply with contract terms and regulatory requirements.
• Reporting & Documentation
• Generate weekly and monthly cost reports for project leadership.
• Maintain auditable cost records, change logs, and cash flow projections.
• Support audits and provide documentation for dispute resolution.
• Risk & Contract Management
• Identify cost risks and propose mitigation strategies.
• Advise on contractual cost implications.
• Collaborate closely with project managers, planners, and quantity surveying teams.

Required skills and qualifications

• Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, Finance, or related field.
• 5+ years of experience in cost engineering/cost control on construction projects (building, infrastructure, oil & gas, or energy).
• Proven track record managing budgets >$10M USD.
• Experience with progress payment certification, BoQ, and change management.
• Advanced proficiency: Cost control software (e.g., SAP, Oracle, Cleopatra, Procore), EVM, MS Excel.
• Working knowledge: Scheduling tools (Primavera P6, MS Project), BIM.
• Fluent in: BoQ development, contract administration, risk analysis.
• Advanced English knowledge (both written and spoken) is the must

• The candidate receives full support for relocation, including transport and visa expenses fully covered by the employer, as well as an accommodation allowance.
• Bonuses on the fixed salary, included 13th salary.
• Working hours: 5 working days (weekend free); 9AM-18PM
