KfW Development Bank, Frankfurt am Main is announcing the procurement of temporarily services of a technical expert for the preparation of the project “Decarbonization of District Heating”
(Service contract for a limited time period)
In line with the intention of the Serbian Government to increase the share of renewable energy in its overall energy mix, KfW and the Ministry of Mining and Energy of the Republic of Serbia (“MoME”) are working on the preparation of the project “Decarbonization of District Heating” (“Project”). The aim of the Project is to (i) to reduce greenhouse gas emissions by replacing fossil fuel-based heating capacities with renewable energy sources (“RES”) and (ii) to enhance the efficiency of district heating systems, reducing energy losses and operational costs.
The technical expert (“Expert”) shall be engaged to supporting the MoME during the preparation of the Project for the period of up to 15 months. The start of the Expert’s engagement is expected in March 2026.
- The Expert shall be in charge of the technical aspects of the Project preparation i.e. the planning of the funds dedicated to the future Project realization.
- He/she will become member of the Working Group formed within the MoME, assigned of the Project preparation (“WG”).
- He/she will manage, coordinate and monitor the preparation of the Pre-feasibility Studies to be performed by the engaged international consultant (“Consultant”), keep records and prepare reports on the state of Project preparation by investments and by municipalities / district heating companies, candidate for the Project participation (“Candidates”);
- Participate in the procedures of negotiations between the MoME and KfW, in the preparation and adoption of the legal documents that shall become the Project legal base;
- Work closely with the Financial Expert, other members of the WG and the Consultant;
- Monitor and coordinate the reporting process by the Consultant;
- Monitor compliance with defined deadlines;
- Administrate and coordinate with the Candidates, ministries and other relevant institutions of the Republic of Serbia and KfW;
- Supervise the Consultant and perform all other tasks within the competence of the MoME related to coordination, administration and technical aspects of the Project.
- As member of WG, he/she will prepare all required documents, initiate, coordinate, organize and participate in WG meetings and other Project related meetings, and prepare the meeting protocols in English language.
- He/she will also fulfill reporting obligations vis-à-vis KfW; he/she will support the MoME and KfW regarding information requirements, support public relation activities (e.g. draft press releases, provide technical data upon request).
1. Necessary (minimum) qualifications for the Technical Expert:
- University diploma in the field of mechanical engineering (master degree or equivalent to master degree);
- 5 years of relevant work experience in project management (including experience in coordination, monitoring and administration of the technical aspects of the project preparation and/or implementation), relevant work experience as the main designer and/or contractor in the sector of thermotechnics or related fields and possessing a license for responsible designer and/or contractor in these fields;
- Knowledge of Serbian and English language (writing and speaking);
- Computer skills (MS Office and especially MS Excel);
- High responsibilities in work; excellent administrative, organizational and communication skills.
2. Preferred qualifications for the Technical Expert:
- Work experience in the Project preparation and/or implementation;
- Work experience in projects related to district heating systems;
- Work experience in projects based on RES;
- Experience with International Financial Institutions and/or International donor agencies.
